PRESENT – Councillors A Jones (Chair), Mrs M Mycock, N Jenkinson, Mrs J Burley, D West, Mrs J Slawson, Mrs N Landsborough, R Bell, P Smith and G Tubey.

Public Participation

A resident raised his concerns about planning application DMPA/2021/0061 The creation of two new vehicular accesses at Broomy Farm. Hartshorne. There appears to be no reasons for the application as there is already sufficient infrastructure in place currently. He reported that he would be submitting his own objections and hoped the Parish Council would support his observations. The Chairman said that this would be discussed under item 30/21.

 

 

 

District Council Reports:

1.     Councillor Taylor reported that following the Budget a Freeport is proposed for the Toyota Island at the junction of A38 and A50. It is hoped that this will bring further employment to the District. Councillor expressed concerns that addition traffic could come from the Willington and nearby villages.

 

 

 

 

 

 

 

 

County Council reports:

1.     County Councillor Mrs L Chilton reported that DCC were inspected again today (8 March) the flooding issues and hopefully she would be able to report back at the April meeting.

2.     It has been reported there are a number of very deep potholes along Dunsmore Way. County Councillor Mrs. L Chilton advised that the residents should report this direct via ‘Do it now’ portal. The Clerk will also write direct to DCC.

3.     The use of The Cutting by Arriva continues to be a problem and further discussions are taking place.

Minutes of the Ordinary Meeting  on held on 8 February (Held by Video Link (Zoom)

 

The minutes were approved as a correct record and signed by the Chairman.

 

Please note because of the current Lockdown rules the Chair has been unable to sign previous minutes . He will do so when the current restrictions are over.

Co-opting of Parish Councillor

The Clerk reported that Daniel Stretton had applied to be co-opted onto the Parish Council following a brief introduction by Mr. Stretton it was.

RESOLVED that Daniel Stretton is co-opted on to the Parish Councill.

Police Matters

 

1.     It was reported that there is a motor cyclist riding along Dunsmore Way in the early hours of the morning, the Police are aware.

1.     Clerk had circulated a current Outstanding matters report (see attached)

2.     The Clerk reported that Robert Watts commenced work as Lengthsman on 15 February and he has already made noticeable improvements within the Parish.

Parish Newsletter and website

 

1.     A discussion took place on how and when the newsletter should be circulated and also when the Annual Meeting of the Parish should take place. Bearing in mind the current regulations and advice from DALC it was -

RESOLVED that a newsletter will be produced prior to the Annual meeting of the Parish as an on-line version only and an additional newsletter is distributed in October/November both on-line and a copy distributed throughout the Parish. Also

RESOLVED that the Annual Meeting of the Parish is held virtually via Zoom on Wednesday 21 April,.starting at 7.00pm. A face-to-face meeting is currently not possible as venues such as Goseley and Dethick will not be open until mid-June and the meeting can only be held between March and 31 May.

 

2.     Councillor Jenkinson asked all Parish Councillors to submit photos to be included on the new website.

3.     Councillor Jenkinson reported that the new site is progressing well and hoped it will be ready for the next meeting.

Recreation Grounds and Allotments

 

1.     Update on pavilion development at Salisbury Drive

The Clerk reported that he had again been in contact with SDDC about new leases at Goseley and Salisbury Drive recreation grounds. He is awaiting a reply.

2.     Use of football pitch at Salisbury Drive from 3 April

Now that it has been announced that grassroots football can recommence from 3 April there have been 3 requests to use Salisbury Drive recreation ground.

RESOLVED that the Clerk is authorised to arrange for the pitch to be cut and remarked and discuss with all teams to see if they ALL can be accommodated.

3.     Tenants for allotments from 1 April 2021

The Clerk reported that all allotments have been let for 2021

4.     Hedge cutting within the Parish

The Clerk reported that all hedges had been cut before 1 March.

5.     Request from Hartshorne Cricket Club for a possible temporary loan

A request has been received from Hartshorne Cricket Club for a temporary loan of approximately £6000.00 to support and help fund a new outdoor practice net.

RESOLVED that the Parish Council supports the project in principle and are prepared to make a short-term loan, requirements are subject to SDDC receiving s106 monies from the developers. The Clerk to draw up a proposed Loan Agreement for the Parish Council to agree.

Reports from Outside Bodies

Councillor Mrs Burley reported that Goseley Community Centre had received a donation of £185.00 from the daughter of the late Dennis Tagg (former long serving Parish Councillor). This would be used  for improvements to the security systems.

Planning

DMPA/2021/0061 The creation of two new vehicular accesses for maintenance for planting and open space on Land at Broomy Farm, Woodville Road, Hartshorne, DE11 7EX.

The creation of two new vehicular accesses for maintenance for planting and open space and existing agricultural and equestrian uses at Broomy Farm on Land at Broomy Farm, Woodville Road, Hartshorne, DE11 7EX

PLEASE NOTE the description of the application has been amended on 2 March 2021.

 

The  Parish Council objects to this application as it appears to not have any current or future purpose. The main reasons are 1)both gates are currently in position with drop kerbs 2) they lead into fields that appear not to be in the control of the developers, this is clearly shown on Phase 1 of the development 3) if there are horses to enter the field there is an existing gate via Broomy Furlong Farm.

The first proposed entrance i.e., the pathway that turns at right angles appears to go nowhere! Also, there is a stile onto this land but no exit stile. The Parish Council are concerned what plans, if any are the developers proposing for a future development for this land which is not currently in their control or ownership?

Approval of reserved matters (layout, scale, appearance and landscaping) relating to the provision of a parking area for 8 vehicles and the realignment of Woodville footpath 3 (ref SD51/3/1) pursuant to outline permission ref. 9/2016/0882 on Land east of Lincoln Way and Salisbury Drive, Midway, Swadlincote (within Hartshorne PC?).

No comment however the Parish Council are pleased that consideration for a school entrance is still available.

1.     Banking Arrangements –

2.     The Clerk reported that following the annoucement of the Swadlincote Branch of HSBC he would look at local alternatives. Lloyds in Swadlicote are the only option and they are not currently transferring accounts from other Banks.

RESOLVED that the Parish Council remain with HSBC. Councillors West and Jenkinson agreed to become additional signatures on the Current account.

3.     Outsourscing Payroll –

RESOLVED that the lowest tender submitted of SDCVS is accepted. Clerk to liase with SDCVS to set up payments from the March salaries.

4.     HSBC – refund of overpaid bank charges -Noted

5.     SDDC – Receipt of Concurrent Function allocation – Noted
