PUBLIC PARTICIPATION Mr Roberts asked for the full support of the Parish Council in their objections to the proposed log cabins on Manchester Lane. Residents in the area felt that this new application had made no improvements to the original one. The Chairman said this would be fully discussed but felt the Parish Councils views remain unchanged.

Hartshorne Parish Council objects to the above planning application for the following reasons: -
We firstly wish to restate the following concerns submitted previously, that we believe have not been sufficiently addressed by the revised application.
1. Inconsistent with local plan and national planning requirements - A core principle of the NPPF is that planning should recognise the intrinsic character and beauty of the countryside. South Derbyshire District Council's local plan has been recognised / promoted as being consistent with this principle. The proposed development would still lead to an extension of the ribbon along this part of Manchester Lane, taking the development outside the envelope of this country village and would result in a harmful intrusion into the open countryside contrary to both the local plan and national policies.
2. Impact on national forest and natural environment whilst the revised proposal offers some additional planting / landscaping, this site remains within the national forest area and would detrimentally impact on the natural habitats and wildlife in this location. This could be exacerbated further by unapproved pedestrian access created by visitors at the rear of the site directly onto the adjacent farmland. Furthermore, the Council are aware that a separate Tree Preservation Order in relation to the hedgerow at the rear of the site is under consideration by the District Council which will also need to be taken into account.
Furthermore, the application still provides no guarantees that this would not detrimentally impact on the views of the wider community and visitors who use a number of the national forest footpaths to the rear and sides of the proposed site.
3. Area of historic interest - the proposed development remains in close proximity to a site of historic interest relating to the origins of the village name 'Hartshorne'. The Council are aware that formal requests have already been submitted to the District Council to recognise this as a conservation area.
4. Detrimental impact on current unobstructed views - in terms of the adjacent properties to the proposed development.
5. Impact on surrounding listed buildings There are no guarantees that even with the additional planting, the proposed site detrimentally impacts on the protected views of both Manor Farmhouse and Hartshorne Parish Church which are both Grade II listed buildings.
6. Site access and egress - Manchester Lane is a narrow and winding country lane, with blind spots. There have been 4 road traffic accidents on this road during the last few weeks (including one yesterday i.e. 12.12.17) causing further road closures and lengthy diversions, so the Council remain concerned over this point.
The Highways report included in the application is an unrealistic representation of use of this road, as the dates the assessment was undertaken were all within the school summer holidays with only one exception 21 June 2017. This road is used daily by parents bringing and collecting children to and from the local schools.
Furthermore, near to the proposed site entrance there is no pavement for pedestrians; previous requests to Derbyshire County Council in this respect have been refused. There is also limited, poor street lighting. As holiday lets these properties will be occupied by visitors who will be totally unfamiliar with the locality and these associated hazards.
7. Lack of site management heightened risk of anti-social behaviour - the application still confirms that there is no on-site management, in terms of ensuring health and safety and other legislatory matters such as noise etc. are not breached. The revised application indicates that there will be 24-hour call facilities, but does not indicate what this is for i.e. this could merely be handyman support for the visitors should heating / lighting fail etc. during their stay.
If the Council looks at well managed sites such as Centre Parcs or closer to home Rosliston Forestry Centre, these sites are hidden well within the forest, away from peoples homes. Additionally, they have policies of no single sex groups, noise curfews and have on site staff resident.
None of these protections are in place for this proposal. The proposal merely indicates that during school holidays families are likely to take up the rentals. School holidays only account for 13 -14 weeks of the year. Even if these were all family related holidays, this leaves 38 weeks outside of this period and no protection for local residents.
Furthermore, hot tubs remain in the proposal. Neither of the above organisations provide hot tubs for customers with good reason. Hot tubs encourage all year use of outdoor space, whilst consuming alcohol, leading to the increased likelihood of disturbance issues and health and safety risks. With no requirement to prevent single sex groups, no curfews and no resident staff to manage such situations this will create a perfect storm for anti-social behaviour issues and increased health and safety risks.
8. Jobs Employment the revised proposal indicates this would create employment for local people. There is no guarantee for this. The grounds work and cleaning could easily be let via a contractor who could operate from anywhere.
The accommodation is self catering, thus there is no need for visitors to use local facilities and there is no shop within the village anyway, so there is not likely to be any additional spend in the local community, thus not likely to create additional employment locally. This statement therefore has no bearing on the application.
Finally, the Parish Council are also aware of the strong objections of the residents of Manchester Lane and fully support their objections.

1. 2018/19 Precept (recommendation from Finance Working Group held 11 December) 2. Following a verbal report on the Finance Working Group held earler in the evening RESOLVED that the Parish precept remains at £7950.00 as per 2017/18.
3. Recommendations from Recreation and Finance Working Groups
RESOLVED that the recommendations are put in action during 2018/19 finacial year.
4. Contribution towards additional funding of Hartshorne Cricket Club.
There was a formal request from Councillor N Jenkinson supporting a request from the cricket club for new roller and storage . Councillor N Jenkinson felt that the total cost could be £12000.00. with match funding with Hartshorne Charities.
RESOLVED that the Parish Council will contribute up to £6000.00 for the above.
