MINUTES OF THE PARISH COUNCIL MEETING
Monday 13 February 2017
Goseley Community Centre, Hartshorne
PRESENT - Councillors A Jones (Chair), D Jenkinson, R Bell, Mrs J Burley, Mrs M Mycock, Mrs K Coe, N Jenkinson , P Redfern, Mrs J Slawson, D Tagg, and D West
APOLOGIES FOR ABSENCE - Councillors - I Harper, Mrs L Vale and P Smith & District Councillor S Taylor.
ALSO PRESENT R Smith Clerk to the Parish Council, County Councillor Mrs L Chilton, Mr B Appleby, Mrs S Sharland and Mr I Davies (Midway FC).
Prior to the commencement of the meeting the Chairman requested a minutes silence due to the sad passing of District Councillor Mrs G Farrington.
PUBLIC PARTICIPATION
None
District Council reports
1. Councillor Mrs Coe reported on a meeting recently held with HRA matters that were discussed included, a noticeboard for the Information Centre to be provided by the HRA, Community Speed watch and parking on Repton Road.
2. Councillor Mrs Coe reported that SDDC would be raising the Council Tax by 1.95% increase.
SDDC will be providing training sessions for new Parish Councillors.

1. County Councillor Mrs L Chilton reported that DCC will be increasing the Council Tax by 3.99%
2. County Councillor Mrs L Chilton reported that the Consolidated Order had now been passed for the speed limits along the A514.
3. County Councillor Mrs L Chilton reported that DCC had agreed funding for Goseley Community
Centre for £18556 for the completion of Phase 2 and 3. She also confirmed that funding of £5000.00 to Midway FC to develop the football facilities at Salisbury Drive, however this left a shortfall of £1631.00 which she hoped the Parish Council would contribute. It was agreed to discuss under Recreation and Allotments.
4. Following Councillors D Jenkinson's query about the petition submitted by HRA County Councillor Mrs L Chilton confirmed that as only 24 names were on the petition it would not go forward to DDC members but Officers resolved to receive the petition.

Election of a co-opted member to the Parish Council
Currently there is one vacancy for a Parish Councillor in the Lower Midway Ward. The Clerk reported that he had received 2 applications, copies of which were circulated prior to the meeting. Both candidates attended the meeting and gave brief outline as to their suitability. Parish Councillors then had the opportunity to ask questions. At the conclusion both candidates left the room to allow Councillors to make a decision.
RESOLVED that by a majority decision Mrs S Sharland should be invited to join the Parish Council. The Chairman congratulated both candidates on their excellent applications.

HIGHWAYS, PAVEMENTS & PUBLIC FOOTPATHS 1. Councilor Mrs J Slawson reported large amounts of grit on the pavements along Woodville Road RESOLVED Clerk to contact SDDC. 2. It was reported that the fly tipping had still not been removed on Manchester Lane car park RESOLVED clerk to contact SDDC, Councillor Mrs Coe said she would be in contact with SDDC

PARISH NEWSLETTER AND WEBSITE 1. The Chairman again asked Councillors to put for idea's for articles in the Parish newsletter which goes out in April.

RECREATION GROUNDS & ALLOTMENTS. 1. Following County Councillor Mrs L Chilton report requesting the Parish Council consider donating the shortfall of £1631. RESOLVED that the Parish Council will under write up £1631.00 to ensure the improvements at Salisbury Drive are completed. It was hoped that Midway FC would also approach other organisations for funding such as SDDC, the FA and Derbyshire FA and Sport England.

Alan Mercer - query about progress on building works at the Methodist Church, Repton Road RESOLVED that the Clerkcontact Mr Mercer DALC - request for suitable venues for training and seminars RESOLVED that the contact put forward Goseley Community Centre as a suitable venue.
