MINUTES OF THE PARISH COUNCIL MEETING

Monday 17 July 2017

Goseley Community Centre, Hartshorne

 

PRESENT - Councillors –, D Jenkinson, (Chair),  R Bell, Mrs J Burley, Mrs M Mycock, Mrs K Coe, N Jenkinson,, Mrs S Sharland, Mrs L Vale, P Smith, D Tagg and P Redfern .

 

APOLOGIES FOR ABSENCE - Councillors - A Jones, Mrs J Slawson  and D West and District

Councillors R Tipping and S Taylor

 

ALSO PRESENT – R Smith Clerk to the Parish Council, County Councillor Mrs L Chilton(arrived at

7.45) and Mrs Redfern

 

 

PUBLIC PARTICIPATION                                                                                                                      

1. Mrs Redfern commented on the overgrown hedges at Main Street. Clerk to investigate.

 

District Council reports

1. Councillor Mrs K Coe reported that Part 2 of the Local Plan was now available.

 

County Council report

1.     County Councillor Mrs L Chilton reported that DCC had allocated additional funding for highway improvements.

2.     County Councillor Mrs L Chilton reported that DCC are introducing a new central hub shortly. Parish Councils will be informed.

3.     County Councillor Mrs L Chilton  informed the meeting that work will be carried out shortly on The Cutting. The fencing that is in a poor state of repair is the District Councils responsibility.

4.     Councillors asked County Councillor Mrs L Chilton when will work commence on the new changing rooms at Salisbury Drive now that Midway FC had been allocated £5000.00 from DCC. RESOLVED Clerk to write to DCC (County Councillor Mrs L Chilton) for an update.

MINUTES OF THE Ordinary Meeting on held on 19 June 2017. The minutes were approved as a  correct record and signed by the Chairman.

POLICE MATTERS                                                                                                                               

1.     Councillor Mrs K Coe said she was still trying to organise speed watch training with the cooperation of the Police.

2.     The Clerk reported that the Police had no record of the accident that occurred on Ticknall Road about a week ago.

3.     Councillor D Jenkinson reported an attempted burglary at Manor Farm, the Police are aware.

4.     Generally Councillors are very concerned about the level of Policing within the Parish.

 MATTERS ARISING                                                                                                                                

1.     The Clerk presented a monthly update on all outstanding matters; this is attached to the minutes.  

2.     The Clerk informed the meeting that the casual vacancy for a Parish Councillor had been advertised and the closing date was 21 July. To-date there had been one application.

3.     The Clerk reported that he had written to the Head at Hartshorne C f E school about parking along Main Street, to-date he had not received a reply. It was suggested that the Clerk write to the Chair of the Governors Mrs D Patrick.

4.     The Clerk reported that one of the defibrillators has now be installed at Sandcliffe Road, the second one has been delivered to Goseley Community Centre and should be installed shortly; the third defibrillator will be installed by the end of July. 

5.     Councillor Mrs K Coe said once all the defibrillators had been installed she will arrange a training session at the Dethick Hall.

HIGHWAYS, PAVEMENTS & PUBLIC FOOTPATHS

1.     Councillor Mrs K Coe asked if the footpath between the school  and Main Street recreation ground can have pebbles laid .

RESOLVED Clerk to ask a contractor.

2.     The Bridle path at the rear of Sandcliffe Road is overgrown.

RESOLVED Clerk to contact landowner.

3.     Councillor Mrs Burley reported 4 small potholes near to 4 Brookdale Road RESOLVED Clerk to contact DCC.

4.     Councillors were disappointed that the ''cats eyes'' had been removed from both Main Street and Ticknall Road.

5.     Councillors asked if the bench on Ticknall Road could be painted. It was felt that this could be a small project for HVRA.

PARISH NEWSLETTER AND WEBSITE                                                                                                   

1.     Councillor N Jenkinson reported that the website had been updated with new events coming shortly.

2.     Councillor N Jenkinson asked if articles for the Autumn newsletter can be sent to him as soon as possible.

RECREATION GROUNDS & ALLOTMENTS                                                                                              

1.     Councillors were concerned that the grass cutting on all recreation grounds was of a poor quality. It was suggested that the Parish Council cuts Main Street and the cuts by SDDC be transferred to both Salisbury Drive and Goseley recreation grounds.

RESOLVED Clerk to contact SDDC.

2.     The Clerk reported that there are 2 teams interested in using Goseley recreation ground. Councillor N Jenkinson asked if the water heater had been repaired RESOLVED Clerk to investigate.

REPORTS FROM OUTSIDE BODIES

1. Councillor Mrs K Coe reported that along with Councillor Jones had met with HVRA on 11 July. items discussed included the recent planning application on Manchester Lane, a plan to request Horn Hill is included in a Conservation area, Concerns were expressed about the overgrown hedges along Ticknall Road.
