MINUTES OF THE PARISH COUNCIL MEETING
Monday 13 March 2017

PRESENT - Councillors A Jones (Chair), Mrs J Burley, Mrs M Mycock, Mrs K Coe, N Jenkinson, P Redfern, , D Tagg, Mrs S Sharland, Mrs L Vale and P Smith.

PUBLIC PARTICIPATION None
District Council reports 1. District Councillor Mrs Coe reported that funding had been agreed for the Woodville- Swadlincote Regeneration route this would hopefully relieve pressure on the Clock island. 2. District Councillor Mrs Coe reported that she is still trying to sort out speed watch training with the Police, she said she would keep both the Parish Council and HVRA informed. 3. District Councillor S Taylor also commented on the funding for the Woodville-Swadlincote Regeneration route saying subject to planning it would open up developments for both housing and businesses by 2018/19. District Councillor S Taylor acknowledged the hard work of County Councillor Paul Dunn. 4. District Councillor Smith informed the meeting of a Small Businesses workshop to be held on 22 March in Swadlincote and a Wedding Fair to be held on 2 April also in Swadlincote.
County Council reports 5. County Councillor Mrs L Chilton confirmed that the petition submitted by HVRA has been refused by the County Council at Full Cabinet committee. They felt that the recent Order for the whole of A514 would be sufficient to control speeds. They also pointed out that there had only been r2 reported incidents along Ticknall Road. 6. It was suggested that the Clerk to contact the Police to request speed controls along parts of Ticknall Road 7. County Councillor Mrs L Chilton said she had complaints from residents of Brook Street about the condition of roads within the Parish.

MINUTES OF THE Ordinary Meeting on held on Monday 13 February 2017 The minutes were then approved as a correct record and signed by the Chairman.
Matter arising None
RESOLVED that by a majority decision Mrs S Sharland should be invited to join the Parish Council. The Chairman congratulated both candidates on their excellent applications.
Any member to declare an interest - Councillors A Jones, Mrs M Mycock, Mrs J Burley and Mrs K Coe in respect of Goseley Community.

POLICE MATTERS 1. No report received from the Police. 2. It was reported that a transit van had been broken into the Police are investigating. 3. It was also reported that a car had been stolen in Ticknall. |

MATTERS ARISING 1. The Clerk presented a monthly update on all outstanding matters; this is attached to the minutes.

HIGHWAYS, PAVEMENTS & PUBLIC FOOTPATHS 1. Councillor Redfern requested improvements to the footpath at the side of Main Street recreation ground. RESOLVED that the Clerk obtain quotations for work to be carried out. 2. The Clerk mentioned that the speed sign on Sandcliffe Road had been moved on 1 March to Ticknall for the next 6 months 3. It was reported that the 'Repton Road' sign at the junction of Dunnsmoor Lane had been knocked over RESOLVED that the Clerk contacts DCC highways department. 4. District Councillor Taylor reported that the footpath leading from Vale Road to Woodville was overgrown on the parts within Hartshorne Parish. RESOLVED Clerk to investigate. 5. It was reported that a street light on Vale Road was not working RESOLVED Clerk to contact SDDC Housing Department.

PARISH NEWSLETTER AND WEBSITE 1. The Chairman again asked Councillors to put for idea's for articles in the Parish newsletter which goes out in April. 2. Councillor N Jenkinson reported that several new notices had been included on the website.

RECREATION GROUNDS & ALLOTMENTS It was reported that some fencing was down near to the play equipment on Goseley recreation ground. |

REPORTS FROM OUTSIDE BODIES 1. Councillor Mrs J Burley reported that phase 1 of the improvements to Goseley Community Centre were now complete. She pointed out that for clarity of last month's minutes , the County Council had contributed £18000.00 and £556.00 coming from the Community Centre. The committee is now pursuing funding for Phase 2 with Phase 3 seen as a long term project. 2. Councillor Mrs J Burley reported that the new kitchen was now fully functional. She expressed her thanks to Councillor Coe for the trolley in memory of the late District Councillor Gill Farrington.
