PRESENT - Councillors – A Jones, (Chair), D Jenkinson, Mrs M Mycock, N Jenkinson, Mrs S Sharland, Mrs L Vale, P Redfern, Mrs J Slawson  and D West.

 

APOLOGIES FOR ABSENCE - Councillors  Mrs K Coe, R Bell, P Smith, Mrs J Burley (holidays) and D Tagg.

 

ALSO PRESENT – R Smith Clerk to the Parish Council and County Councillor Mrs L Chilton.

County Council report

1. County Councillor Mrs L Chilton reported that the County Council are currently fitting LED street lighting to several Parishes in South Derbyshire (not Hartshorne). She informed the meeting that Midway FC had submitted a planning application for Salisbury Drive recreation ground.

Item 200/17/3 delete 'an attempted'  the minutes were amended and then approved as  a correct record and signed by the Chairman.

 MATTERS ARISING                                                                                                                                    

1.     The Clerk presented a monthly update on all outstanding matters; this is attached to the minutes.     

2.     The Clerk reported that there had been only one application for the vacant position of Parish Councillor, from Robert Coe, Woodville Road..

RESOLVED that Robert Coe  be co-opted onto the Parish Council. Clerk to write to Mr Coe.

HIGHWAYS, PAVEMENTS & PUBLIC FOOTPATHS

1.     Councillor Mrs Mycock reported that the fencing along the Cutting was in a poor state of repair, also the trees from property on Woodville Road was overhanging onto the pavement.

RESOLVED Clerk to contact SDDC.

2.     Councillor Redfern reported that the hedge on Main Street (near to Manor View) was once again overgrown

RESOLVED Clerk to contact DCC.

PARISH NEWSLETTER AND WEBSITE                                                                                                       

1.     Councillor N Jenkinson reported that the website had been updated with new events coming shortly.

2.     Councillor N Jenkinson asked again if articles for the Autumn newsletter can be sent to him as soon as possible.

RECREATION GROUNDS & ALLOTMENTS

1. The Clerk reported that unfortunately the 2 football clubs that have signed agreements to use Goseley recreation ground have informed the Parish Council that they no longer require the ground. One club has said they have be offered an alternative pitch in Swadlincote and the other club has folded due to lack of players.

RESOLVED Clerk to write to Duns Ath. requesting outstanding fees for use of pitch in August.

REPORTS FROM OUTSIDE BODIES

1.    Councillor D Jenkinson reported that the Charities have made grants to 12 students totaling £3000.00. Also 2 new trustees have been appointed, J Gosden and D Redfern (Woodville PC).

2.    The Clerk and Councillor D West attended a useful District/Parish Council meeting at SDDC offices.

items discussed were Grenfell Towers and use of sprinklers, Environmental Health Enforcement including, Fly tipping and dog fouling., and SDDC's  Strategy for Physical Activity, Sports and Recreation within the District.

Hartshorne Parish Council submitted an objection to the above application on the following grounds - 

 

1            Through route has continuous right of way - through traffic would be calmed by introducing give way junctions similar to Hay Wain Lane/Springwood Farm Road junction at Upper Midway where Springwood Farm Road ends in a cul-de-sac.

    Phase 1 housing area is adjacent to existing public right of way footpath. Where PROW footpaths will not run through landscaped areas it would be better that they in future follow new estate roads rather than run between 6 foot high fences at the back of new housing which can be intimidating to users, provide access to the rear of properties for intruders, and have maintenance implications for the Parish Council.

    Eureka School has been identified to provide additional primary education for this new development. It is not clear if a safe route is provided to this school while the latter stages of this development take place. 

 

2            The Parish Council also supports the detailed submission of Stephen Greaves, Woodville Road, Hartshorne.

1.     2016/17 Annual Audit of Accounts by Grant Thornton

The Clerk reported that the Annual Audit report for 2016/17 by Grant Thornton said that 'the annual return is in accordance with proper practices and no other matters have come to our attention  giving concerns that relevent legislative and regulatory requirements have not been met.'

 

2.     DCC - Rights of Way Minor Maintenance Agreement 2017/18.

RESOLVED to submit claim once work has been carried out on the footpath adjacent to the Main Street rectreation ground.

•       SDDC - 2017 Sportsmobile - Update

•       Hartshorne Cricket Club - request for donation

RESOLVED to defer any donations until a final quotation have been received.

•       SDDC - Dance provision in Hartshorne

RESOLVED both Councillors D Jenkinson and Mrs Burley agreed to supply Clerk of any details both at the Dethick Hall and Goseley Community Centre.

•       SDDC -  Sports and Community Facilities Strategy 2016- 2028

•       SDDC - Promote 'Police for Good Community Grants Scheme

•       Produdic - Quotation for repair of slide at Goseley recreation ground.

RESOLVED the the quotation received from Proludic be accepted and the work to be carried out as soon as possilbe.

•       Hartshorne C of E Primary School - response to parking on Main Street.

•       Youth of Christ - Use of Goseley recreation ground 16 -19 August

•       SDDC Neighbourhood Watch Scheme - new dates for forthcoming meetings..

•       Oil-Club - Formation of a 'Heating Club'

RESOLVED Clerk to contact DCC to ascertain if the road way in front of the cottages on Ticknall Road leading to the Mill Wheel has been adopted as a public highway.
