MINUTES OF THE PARISH COUNCIL MEETING
10 December 2018
Goseley Community Centre, Hartshorne
PRESENT - Councillors – A Jones, (Chair), R Bell, D West, Mrs J Slawson, Mrs J Burley, Mrs S Sharland and Mrs M Mycock.
APOLOGIES FOR ABSENCE - Councillors P Smith, D Tagg, Mrs K Coe, N Jenkinson and P Redfern.
NOT PRESENT - Councillor R Coe
ALSO PRESENT – R Smith Clerk to the Parish Council, District Councillor S Taylor and County Councillor Mrs L Chilton (arrived at 8.15).

Prior to the commencement of the meeting the Chairman requested a minutes silence due to the passing of Councillor Doug Jenkinson. Doug had served on the Parish Council for over 25 years and will be sadly missed.
PUBLIC PARTICIPATION None
District Council report - 1. District Councillor S Taylor again expressed his concerns at the lack of a police presence in the area. 2. District Councillor S Taylor was also concerned about the new replacement LED street lights in the area, Councillor Mrs Mycock also expressed her concerns. It was agreed that the Clerk write to DCC.
County Council report (submitted at the end of the meeting due to her late arrival) 1. County Councillor Mrs L Chilton informed the meeting that the outstanding monies owed to DCC from Midway FC had now been returned.

HIGHWAYS, PAVEMENTS & PUBLIC FOOTPATHS 1. Councillor Mrs Burley said requested that the decision by DCC in respect of the pavement at Goseley Crescent is reviewed. RESOLVED Clerk to write to DCC. 2. Councillor West reported that Coal lane was in a poor state of repair. RESOLVED Clerk to write to DCC.

No comment App No.9/2018/1268the erection of a buildingfor use as a work unit and retrospective application of a temporary portacabin at Buildings Farm, Ticknall Road, DE11 7AU, No comment Appeals Appeal Ref. No: APP/TPO/F1040/7065 The pruning of hawthorn trees covered by South Derbyshire District Council Tree Preservation Order Number 472 on land to the rear of 45-49 Manchester Lane, Hartshorne, Swadlincote. Appeal Ref: APP/F1040/D/18/3215911 The erection of extensions and the formation of a loft conversion with dormer windows at 87 Woodville road, Hartshorne, Swadlincote. Broomy Farm Development The Clerk informed the meeting that an planning application had been made in respect of Broomy Farm. All relevent authorities had been notified other that Hartshorne Parish. RESOLVED that the Clerk write to both the Planning Department and the Chief Executive expressing their disappointment at being overlooked and requesting that the application is submitted to the Parish Council for consideration at the January meeting. |

• VAT return submitted for 2017/18 and awaiting payment
• Concurrent Function Application ready to submit.
RESOLVED that the Clerk and Chairman sign the application and submit as soon as possible.
• Following the Finance Working Group the Clerk submitted the recommendation for the Parish Precept for 2019/20.
RESOLVED that the Precept for 2019/20 is set at £8200.00 (there will be an additional
£1800.00 from the Local Council Tax Support Scheme)
• Other Recommendations from the Finance Working Group were discussed and RESOLVED that the rent for football pitch hire remains the same, £25.00 per game. Allotment rents to remain the same however for new tenants they will not be entilted to the first year free unless the allotment is overgrown.
• Councillor Bell proposed that a donation of £100.00 to each of the choosen Charities in memory of Doug. Jenkinson.
RESOLVED that £100.00 is donated to the Salvation Army and a further £100.00 donated to the Alzheimers Society.
K Modhvadia - update on Shop at Salisbury Drive
RESOLVED that the Clerk continues discussions with SDDC with regard to the transfer of the plot of land on Salisbury Drive
