MINUTES OF THE PARISH COUNCIL MEETING
12 February 2018

PRESENT - Councillors – A Jones, (Chair), Mrs M Mycock, D Jenkinson, Mrs S Sharland, P Smith, P Redfern, Mrs K Coe, R Bell, D Tagg, R Coe and, N Jenkinson.
APOLOGIES FOR ABSENCE - Councillors, Mrs J Burley, Mrs J Slawson and D West.

PUBLIC PARTICIPATION The residents from Buildings Farm expressed their objections to 2 planning applications for holiday lets to be erected near to their properties. Both applications were retrospective planning permission for a yurt, a tipi and a log cabin. Some of their objections were in line with the recently refused application at Manchester Lane. The Chairman said the Parish Council would be discussing both applications under 'Planning' and they were very welcome remain whilst it is discussed. District Council reports 1. Councillor Mrs Coe reminded Councillors of the radar speed training on 24 February. 2. Councillor Mrs Coe reported that SDDC had agreed an increase of 1.95% in the Council Tax for 2018/19. 3. Councillor Mrs Coe informed the meeting a survey of recreational facilities is being carried. The Clerk reported he had been in contact with the company carrying the survey 4. Councillor Taylor reported that SDDC are awaiting an Environmental survey. County Council report 5. County Councillor Mrs L Chilton reported that DCC had now passed its budget for 2018/19 6. County Councillor Mrs L Chilton reported that during the recent bad weather DCC had been out gritting all main roads. 7. County Councillor Mrs L Chilton said that discussions with DCC and Midway FC are continuing. It was also reported that CVS were now involved in a funding scheme. 8. County Councillor Mrs L Chilton reported the installation of LED street lights had started in the south of Derbyshire 9. Councillor Taylor commented that he felt that some of the gritting was started to early in the early part of the evening making it ineffective by the early hours of the following day. . |

Any member to declare an interest - Councillors Mrs Coe as Vice Chair of SDDC in any planning matters. Councillors D & N Jenkinson in respect of planning application 9/2018/0045.

POLICE MATTERS 1. No Police present and no written report. Councilllor Mrs Coe said that the Police should now be submitting a written report if unable to attend.

MATTERS ARISING 1. The Clerk presented a monthly update on all outstanding matters; this is attached to the minutes 2. The Clerk reported that there had been no applications for the vacant post of Parish Councillor. It was agreed to leave existing notice for a few more weeks. |
3. The Clerk reported that he had booked 19 April for the Annual meeting of the Parish at the Dethick Hall starting at 7.30, light refreshments will be served from 7.00pm.

HIGHWAYS, PAVEMENTS & PUBLIC FOOTPATHS 1. It was reported that the STW had been notified of broken fencing leading from Foremark Reservoir. 2. Councillor Mrs Sharland reported a large pothole at 12 Coventry Close RESOLVED Clerk to contact DCC. 3. It was reported that footpath signs had been removed near to Buildings Farm off Ticknall, Road.

PARISH NEWSLETTER AND WEBSITE 1. Councillor N Jenkinson reported that he continues to keep the web site up to date. 2. It was agreed that all articles for the newsletter should be submitted to Councillor N Jenkinson by19 March. 3. The recent film night had once again been a successful evening

RECREATION GROUNDS & ALLOTMENTS 1. Concerns were expressed that nobody had come forward to maintain the area of land at the junction of Brook Street and Repton Road. RESOLVED Clerk to make enquires with the Cricket Club and HVRA..

REPORTS FROM OUTSIDE BODIES 1. Several Councillors attended the recent Safer Neighbourhood meeting at Goseley Community Centre. There was an informative talk given by Derbyshire's PCC. 2. Goseley Community Centre is now considering an After School Class. 3. Goseley Community Centre is now progressing the next phase of the redevelopment of the Centre.

The Parish Council objects to the proposed development site which has been in operation for several years however the applicant now seeks formal permission to extend into a summer holiday destination. (change of use).
a. Concerns for the on site management is absent therefore no control on numbers and type of groups i.e. same sex groups. The appears no control times for outside activities to cease.
b. The approach to the site is an unadopted unmade track which is used by walkers and horse riders. Please note that footpath signage has been removed.
c. The site is close to domestic dwellings at Buildings Farm therefore concerns over noise and outside activities.
d. Although not part of the National Forest it is very close to land marks such as Carvers Rock
e. Concerns over the effects on wild life and the overall environment in the area.
f. Although subject to another application 9/2017/1365 some of the problems created cannot be viewed in isolation i.e. impact on traffic using the site, access and egress on to Ticknall Road.
g. Hartshorne village is an unsustainable village with no village shops, the only commercial ventures are the 3 public houses which are not within easy walking distance.
h. The proposed site is very close to existing dwellings
i. The Parish Council is concerned about many Environment and Health and Safety issues e.g. litter, waste disposal and fire control (will the Fire Service be consulted on materials to be used in the construction on site?).

c. It is estimated that up to over 30 vehicles using this track.
d. The proposed building is not in keeping with surrounding properties
e. The site development is an intrusion into the countryside.
f. the development is totally unsustainable.
g. Environmental effects on charcoal burning both to near-by properties and the National Forest.
