MINUTES OF THE PARISH COUNCIL MEETING

PRESENT - Councillors A Jones, (Chair), D Jenkinson, Mrs K Coe, Mrs M Mycock, N Jenkinson, D Tagg, D West, Mrs J Slawson, Mrs J Burley, Mrs S Sharland and P Redfern.

APOLOGIES FOR ABSENCE - Councillors P Smith, R Bell and County Councillor Mrs L Chilton NOT PRESENT - Councillor R Coe

ALSO PRESENT R Smith Clerk to the Parish Council.

 

PUBLIC PARTICIPATION

No members of the public present.

District Council report - Councillor Mrs Coe reported that there are still problems with the recycling rota's over the Christmas period.

Councillor Mrs Coe reported that at a recent meeting with the HVRA it appears that any planning appeals to the Planning Committee must go to the District Councillor for that Ward, this also applies to Parish Councils.

MINUTES OF THE Ordinary Meeting on held on 10 September 2018.

Under 184/18/1 remove 'The Clerk reported that the Grants had been made to approximately 10 Students starting university' and replace with 'The Secretary of Hartshorne Charities advised that grants had been made to seven university students at its recent meeting'

The minutes were then approved as a correct record and signed by the Chairman.

POLICE MATTERS

1.    No Police present and no written report.

2.    The Police will be present at the next Area Forum to be held on 24 October.

MATTERS ARISING 1. The Clerk presented a monthly update on all outstanding matters; this is attached to the minutes.

HIGHWAYS, PAVEMENTS & PUBLIC FOOTPATHS

1.    It was noted that the VAS at Sandcliffe Road had now been removed and was back in Ticknall.

RESOLVED Clerk to contact DCC after 6 months (December 2018).

2.    Following a request from the occupier of the shop on Salisbury Drive about redeveloping the site next to the shop it was-

RESOLVED the Clerk contact SDDC about transferring this plot of land back to the District for them to negotiate with the shop owner.

3.    Councillor Mrs Burley reported that the pavement on Goseley Crescent was in a poor condition

RESOLVED Clerk to contact DCC.

4.    Councillor Mrs Burley reported a hole on the pavement near to 55 Brookdale Road. RESOLVED Clerk to contact DCC.

5.    Councillor West reported that there is a slab loss near to the footbridge at Pear Tree Close RESOLVED Clerk to contact N Dawson Landscaping

6.    Councillor Redfern reported that the bridge on Netherhall Lane had collapsed. RESOLVED Clerk to contact DCC (Highways).

PARISH NEWSLETTER AND WEBSITE

1. Councillor N Jenkinson reminded the committee that there was a film night on 21 October and was advertised on the Parish web site.

RECREATION GROUNDS & ALLOTMENTS

1. The Clerk reported that all improvements at Salisbury Drive had now been carried out, including new goalposts and a storage container.

REPORTS FROM OUTSIDE BODIES

1. Following the meeting with HVRA it was suggested by Councillor Mrs Coe that the question of signage into the Parish should be left until next March. The main reason for this is the County Council have no one in post to deal with this matter.

RESOLVED that signage into the Parish is put on hold until March 2019

RESOLVED Clerk to circulate letter from HCC

       SDDC - Consultation on the draft Local Green Spaces Plan.

It was noted that only 2 pieces of land have been identified within the Parish, at Brook Street/ Repton Road junction and the other to the rear of the Mill Wheel.
