PUBLIC PARTICIPATION

District Council report -

1.      Councillor Mrs K Coe  reported that Revised leaflets are to be issued with regard to Christmas and New Year Refuse collections.

2.      SDDC to introduced a Green Bottle Scheme

3.      Councillor Mrs K Coe  reported that an up to date defib. register is to be produced.

4.      Councillor Mrs K Coe  reported that the Clean Team will be working over the Christmas Bank Holiday

POLICE MATTERS

1.    No Police present and no written report.

2.    It was reported that a New Task force is to be created at SDDC to deal mainly with drugs and will work alongside the Police.

1.     The Clerk presented a monthly update on all outstanding matters; this is attached to the minutes..

 HIGHWAYS, PAVEMENTS & PUBLIC FOOTPATHS

1.     Councillor Smith reported that Restricted Bridle path 33 has been blocked near to the wood yard at Buildings Farm. The Rights of Way Officer has been made aware of the problem. Councillor Mrs Coe said she would contact the Officer at SDDC concerning any ASB .

2.     Councillor Mrs Mycock reported that the pot hole recently repaired at Bretby View is showing signs of opening up again. DCC appear to be aware as fencing has been erected around the area.

PARISH NEWSLETTER AND WEBSITE

1.    Councillor N Jenkinson reported that the web site had been updated with a series of dates for the Film Evenings to be held at the Dethick Hall.

RECREATION GROUNDS & ALLOTMENTS

1.     The Clerk reported that the ground improvements at Salisbury Drive were now under way and should be completed by 21 September.

1.     The Clerk reported that the Grants had been made to approximately 10 Students starting university.

2.     The Clerk reported he had attended a very informative seminar on Play Equipment, Inspections and Grant applications for play equipment.

1.             9/2018/0920 - The Pruning Of Hawthorn Trees covered by South Derbyshire District Council Tree Preservation Order Number 472 On

45-49 Land To The Rear Of Manchester Lane Hartshorne Swadlincote.

 

The Parish Council does not object to the work being carried out

2.     9/2018/0862 - Approval Of Reserved Matters For Access/Layout/Scale/Appearance/Landscaping Only Of Planning Permission Ref: 9/2015/0661 At

1 St Peters Close Hartshorne Swadlincote Derbyshire.

 

a.     The Parish Council objects to this development as it is outside the 'Village Envelope' and if granted were make more land available for housing.

b.     There is a poor approach to the site from Main Road

c.     There are concerns for the impact on wild life and the hedgerows that are close to the land

d.     The property would overlook properties on St Peters Close and Main Street. 

e.     This area land already has 2 new vacate properties which have been empty for several years.

3.     9/2018/0834 - The erection of extensions At

88 Repton Road Hartshorne Swadlincote Derbyshire.

6.     9/2018/0709 - The Removal Of Condition 9 (Relating To The Provision Of Affordable Dwellings) Of Planning Permission Ref: 9/2015/1215 Outline Application (All Matters Reserved Except For Access) For The Residential Development Of 14 Dwellings At

53 And 67 Land To The Rear Of Woodville Road Hartshorne Swadlincote Derbyshire.

 

The Parish Council Objects to this application as they feel there is a great need for affordable houses in the area. The Parish Council is surprised that when it was originally submitted permission was granted on the basis that affordable dwellings were to be erected, this went to appeal and it was dismissed therefore how can this revised application appear to go against the Inspectorate?

1.     Annual Audit Report 2017/18 . The  Clerk reported that the Annual Audit had been cleared by the Auditors, PKF Litttlejohn LLP. There was a minor amendment to reflect the Capital investment in play equipment purchased in 2017/18

  GENERAL CORRESPONDENCE

.        Correspondence

·         Blackfordby FC - update on progress with club moving to Salisbury Drive

Clerk reported that everyyhing is in place to replace goalposts and ensure pitch markings are correctly in place.

·         DCC - Know your heart age campaign

·         HVRA - Village signage

Clerk has written back ro HVRA to explain that DCC are not currently in a position to progress village signage within the Parish.

·         PA Forestry - cutting hedges at Main Street and Tower Road

Clerk reported that similar to previous years he has asked PA Forestry to cut hedges at Main Street revreation ground and Tower Road allotments.

·         DCC - Royal British Legion Poppy Campaign

RESOLVED to purchase an additional 10 poppies plus a wreath.

·         Krishna  Modhvadia - Land at Saisbury Drive

RESOLVED to leave until October meeting to give the opportunity for Parish Councillors to inspect the area of land. It was also note that SDDC appear to be cordoning off the area of land.

·         Michael Roberts - Thank you letter re support over Manchester Lane Planning application & appeal

Clerk reported that after some lengthy correspondence progress can now be made with the Landlord of The Rodney.
