MINUTES OF THE PARISH COUNCIL MEETING
8 April 2018

PRESENT - Councillors – A Jones, (Chair), R Bell, Mrs J Burley, Mrs M Mycock, Mrs K Coe, P Redfern, D West and Mrs J Slawson
APOLOGIES FOR ABSENCE - Councillors, D Tagg, Mrs S Sharland, N Jenkinson and P Smith. and County Councillor Mrs L Chilton.
NOT PRESENT - Councillor R Coe
ALSO PRESENT – R Smith Clerk to the Parish Council and District Councillor S Taylor plus one member of the public.

PUBLIC PARTICIPATION The member of the public asked if the Church graveyard has sufficient capacity as appears it is running out of space. It was agreed that the Clerk contact Rev.Rutter.
District Council report - 1. Councillor Taylor reported that there had been made changes to the Broomy Farm development. 2. Councillor Mrs Coe reported that she is currently in contact with Planning over signage onto the site at Broomy Farm. 3. Councillor Mrs Coe reported that SDDC are improving Officers contact list.
County Council report No report. .

1. MINUTES OF THE Ordinary Meeting on held on 11 March 2019 and minutes of Annual Meeting of the Parish 19 April 2018.
The minutes were then approved as a correct record and signed by the Chairman.

POLICE MATTERS 1. Councillor Mrs Burley reported damage at the school garden on Main Street, Hartshorne. |

MATTERS ARISING 1. The Clerk presented a monthly update on all outstanding matters; this is attached to the minutes. 2. Councillors expressed concerns about the lack of footpath diversions over the Broomy Farm Development. Also Councillor Smith had said that the naming of part of the site is called The Mill and lorries etc. were being directed to the Mill on Ticknall Road. Councillor Smith had also reported that the footpath diversion at Coal Lane had not been actioned. 3. The Clerk reminded Councillors of Annual Parish Meeting on 18 April at the Dethick Hall.

4. Acknowledgment of retiring Parish Councillors
The Chairman thanked all out going Parish Councillors there hard work during the last term. RESOLVED that a Plaque to be erected at the Community Centre to recognize Denis Taggs 40 years service as a Councillors and that his contributions will be greatly missed. Also a plaque be erected at the Dethick Hall to recognize the contribution made by Douglas Jenkinson both as a Parish Councillor and member of the Hartshorne Charities. Clerk to purchase 2 plaques.
5. Annual Audit of Accounts 2018/19. The Clerk reported that all accounts and returns were passed to the Internal Auditor on 3 April.
6. Noticeboard at Salisbury Drive
RESOLVED Clerk to purchase a new noticeboard at the shops on Salisbury Drive.
7. Update on 2 May elections District and Parish
The Clerk reported that there had been a total of 9 nominations for Parish Councillors this leaves 6 vacancies. These will be advertised shortly.

HIGHWAYS, PAVEMENTS & PUBLIC FOOTPATHS 1. It was reported that a street light was at on Woodville Road RESOLVED Clerk to contact DCC. |

PARISH NEWSLETTER AND WEBSITE 1. It was reported that delivery was completed the annual newsletter. The Chairman thanked Councillor N Jenkinson for all his hardwork in preparing the newsletter.

RECREATION GROUNDS & ALLOTMENTS 1. The Clerk reported that certain sums of s106 monies has been granted to the Parish Council. RESOLVED that a Recreation Working Group is arranged after 13 May. The Clerk reported that Blackfordby FC had now paid the rent for the pitch hire at Salisbury Drive.

PLANNING MATTERS • The removal of condition 9 (relating to the provision of affordable dwellings) of planning permission ref: 9/2015/1215 outline application (all matters reserved except for access) for the residential development of 14 dwellings at 53 and 67 land to the rear of Woodville Road, Hartshorne. Hartshorne Parish Council strongly objects to the above application as this has been to the Inspectorate and he found that affordable housing must be included in the development. The Parish Council can see no reason why this decision can be overturned. There is a high demand in the area for affordable housing. |
• Proposed single storey rear extension, with eaves of 2.5m and maximum height of 3.75m extending 3.35m from rear wall at 29 Leawood Road, Lower Midway No Objections
• Notice from DCC to erect a wooden fence around Primary School at Main Street, Hartshorne.

1. From 1 April 2019 the National Minimum hourly rate has increased from £7.83 to £8.21 (increase 0.38p per Hour). Currently the Lengthsman is paid £0.50p above the Minimum hourly RESOLVED - that the Lenghtsman hourly rate is increased by £0.38p per hour wef 1 April 2019. 2. From 1 April 2019 NALC as issued revised Pay Scale for Parish Clerk, for Clerks on SCP 26 there is an increase of £0.484 per hour RESOLVED - that the Clerks pay is increased to reflect NALC national ageement.
