MINUTES OF THE PARISH COUNCIL MEETING

APOLOGIES FOR ABSENCE - Councillors Mrs J Slawson, Mrs S Sharland, D Tagg, Mrs K Coe and P Smith

 

NOT PRESENT - Councillor R Coe

 

ALSO PRESENT – R Smith Clerk to the Parish Council, District Councillor S Taylor and County Councillor Mrs L Chilton. 

 

 

             

PUBLIC PARTICIPATION None  

 

District Council report - 

1. Councillor Taylor reported that the District Council is review staffing levels to try and combat dog fouling in the District. 

 

County Council report

1.     County Councillor Mrs L Chilton reported that the Highways Department had now given Mr Stevenson a full explanation as to why only part of Repton Road is gritted. The Parish Council expressed concerns to their explanation and requested the Clerk to write asking why gritters cannot do the full length of Repton Road.

2.     County Councillor Mrs L Chilton encouraged charities to apply for a Home Safety grant.

3.     County Councillor Mrs L Chilton reported that the County Council precept was to be increased by 3.99%.

4.     County Councillor Mrs L Chilton reported that additional police were being recruited within the

District.

MINUTES OF THE Ordinary Meeting on held on 10 December and Finance Working Group held on  10 December 2018.

 

The minutes were then approved as  a correct record and signed by the Chairman.

POLICE MATTERS                                                                                                                                

1. Councillor Jones  said that motor bikes had been used on Goseley recreation ground.  

RESOLVED Clerk to inspect damage and report to police.

014/19

 MATTERS ARISING     1. The Clerk presented a monthly update on all outstanding matters; this is attached to the  minutes.

 

015/19

HIGHWAYS, PAVEMENTS & PUBLIC FOOTPATHS

1.    Concerns were expressed that the damaged bridge on Netherhall Road had not been repaired

RESOLVED Clerk to contact DCC.

 

016/19

PARISH NEWSLETTER AND WEBSITE                                                                                                

1. Councillor N Jenkinson asked for all contributions to the Parish newsletter are passed to him  before end of February.

 

 

017/19

RECREATION GROUNDS & ALLOTMENTS

1.     The Clerk reported that letters have been sent to all allotment holders asking if they wish to continue their tenancy from 1 April.

2.     Councillor Jones that there was extensive damaged caused by moles on Main Street recreation ground.

RESOLVED Clerk to contact SDDC for advice.

REPORTS FROM OUTSIDE BODIES

1. Councillor N Jenkinson reported that there has been several changes to the Trustees of the Hartshorne Charities. The next meeting will be held in April.

019/19

  PLANNING MATTERS

 

1.   Ref 9/2019/0048 erection of extensions at 237 Woodville Road, Hartshorne, DE11 7HN

2.   Ref 9/2019/0068 creation of new agricultural access and track at land at Coal Lane, Hartshorne.

This application had only been received late this afternoon (11th February) and it was agreed that the Clerk would circulate the details for Councillor's to make comments.

       DCC - meeting of Derbyshire Parish Councils and DCC proposed for 29 January was cancelled due to possibilty of bad weather.

       Phil Stevenson - re dog fouling in the Repton Road area and gritting of Repton Road RESOLVED Clerk to write to Mr Stevenson

       S Sutton - gritting of Repton Road RESOLVED Clerk to write to Mr Sutton

       Post Office Ltd - proposed Post Office service at 23 Salisbury Drive RESOLVED Clerk to write to the Post Office supporting the application.

       DCC - Grit bin at Wilder Farm RESOLVED Clerk to contact SDDC.

       PCC - vist by PCC on 25 January (notified on 22 January to be held at The Village Hall Hartshorne.
