MINUTES OF THE PARISH COUNCIL MEETING

14 January 2019

Goseley Community Centre, Hartshorne

 

PRESENT - Councillors – A Jones, (Chair), R Bell,  Mrs J Slawson, Mrs J Burley, Mrs S Sharland, Mrs M Mycock. P Smith, D Tagg, Mrs K Coe and, N Jenkinson.

 

APOLOGIES FOR ABSENCE - Councillors P Redfern and D West

 

NOT PRESENT - Councillor R Coe

 

ALSO PRESENT – R Smith Clerk to the Parish Council, District Councillor S Taylor and County Councillor Mrs L Chilton. 

 

 

Prior to the commencement of the meeting the Chairman requested a minutes silence              due to the passing of Ray Fairbrother. Ray had in the past served on the Parish Council and was a very active member of Hartshorne Charities.

1. Councillor Taylor that SDDC are currently going through the Budget process.

MINUTES OF THE Ordinary Meeting on held on 10 December and Finance Working Group held on  10 December

 

The minutes were then approved as  a correct record and signed by the Chairman.

 MATTERS ARISING     1. The Clerk presented a monthly update on all outstanding matters; this is attached to the  minutes.

HIGHWAYS, PAVEMENTS & PUBLIC FOOTPATHS

1.     Councillor Mrs Burley reported that the ramp to the entrance to the Community Centre was no longer suitable for Disabled use. 

RESOLVED that Councillor Mrs Coe would look into the matter with SDDC.

2.     Councillor Smith raised the issue of dog fouling in and around Repton Road, Pear Tree Close and Brook Street.

RESOLVED Councillor Mrs Coe said she would discuss the problem with SDDC's Clean Team

3. Councillor Smith reported that the f/p sign at Hoofies Farm , f/p51 was not in place.

RESOLVED Clerk to contact DCC

PARISH NEWSLETTER AND WEBSITE                                                                                                

1.     Councillor Jenkinson reported that Film Night at the Dehick Hall had been updated with films in January and February.

2.     Councillor Jenkinson asked for contributions for the next Annual newsletter which will be published in March.

1. The Clerk reported that letters have been sent to all allotment holders asking if they wish to continue their tenancy from 1 April

  PLANNING MATTERS

 

App No.2018/1306 - the erection of an agricultural building with hardcore base and access track on 45-49 Manchester Lane Hartshorne DE11 7BE

a)    Size of agricultural building having dominating effect on neighbouring residences, will appearing to be unnecessary large for the small size of the agricultural area and borders dwellings on Manchester Lane. A more suitable site of a smaller barn in the 'bottom' part of the land. 

 

b)    The building and access track are a substantial area of impervious surface some of which is likely to direct run-off water towards the road. (this has happened in previous years causing drains being blocked near to the Car Park on Manchester Lane).

 

c)     The access point is not suitable for large agricultural vehicles turning off a very narrow part Manchester Lane.

 

d)    This plot of land has over recent years been used for farming,  a more appropriate agricultural use of the site is perfectly acceptable and in keeping with its setting.  

 

e)    Concerns expressed that the 'Tenant' is over 6 miles away and therefore would not use the land on a regular basis.

 

f)      Concerns were expressed at the proposed storing of expensive agricultural equipment without suitable security in place.
