MINUTES OF THE PARISH COUNCIL MEETING

13 May 2018

Goseley Community Centre, Hartshorne

 

PRESENT - Councillors – A Jones, (Chair), Mrs J Burley, Mrs M Mycock, Mrs K Coe and J Seaton

 

APOLOGIES FOR ABSENCE - Councillors Mrs S Sharland, N Jenkinson R Bell. Mrs J Slawson. 

 

ALSO PRESENT – R Smith Clerk to the Parish Council and County Councillor Mrs L Chilton ,plus one member of the public.

 

                                                                          Annual Parish Meeting                                                              

 

1. Election of Chairman and Vice Chairman

a.     Councillor Mrs K Coe proposed Councillor A Jones as Chairman for the forthcoming year this was seconded by Councillor Mrs Mycock.

b.     Councillor Mrs J Burley proposed Councillor Mrs M Mycock as Vice Chairman for the forthcoming year this was seconded Councillor J Seaton.

 

RESOLVED Councillor A Jones is elected Chairman and Councillor Mrs M Mycock is elected Vice-Chairman for the forthcoming year.

 

2.     Fix the amount of the Chairman’s and Vice Chairman’s Allowances.

a. It was proposed by Councillor Mrs Burley and seconded by Councillor Mrs Coe that the allowance for the Chairman is £50.00 and for the Vice Chairman £25.00.

 

RESOLVED The Chairman have an allowance of £50.00 and Vice-Chairman have an allowance of £25.00 for the forthcoming year financial year.

 

3.     Appointment of Members to serve on Working Party of the Parish Council

Finance

1. RESOLVED that the Chairman, Vice Chairman, Mrs K Coe, Mrs M Mycock, J Seaton and R Bell are appointed to the Finance Working Group. 

Recreation

RESOLVED that the Chairman, Vice Chairman, Mrs J Slawson, Mrs J Burley, Mrs M Mycock , R Bell and Mrs K Coe are appointed to the Recreation Working Group.

 

RESOLVED that each Working Group to meet twice a year. Clerk to propose dates for the next meeting.

 

Appointment of Members to serve on Outside bodies.

The following Councillors were elected to represent the Parish Council 

1.      Highways Forum  

2.      Environment Forum 

3.      Parish/ District meeting 

4.      Safer Neighbourhood Meetings (both Swadlincote and Newhall)

 

It was agreed that as the above meetings are held infrequently and are open to the public; the Parish Council will ensure that they are represented. 

 

1.      Board of School Governors – no representation. 

2.      Hartshorne Charities -  Councilors Jones, Mrs J Burley  and Mrs Mycock 3.    Dethick Education Foundation  Councillors Mrs J Slawson and Mrs K Coe.

4.      Goseley Community Centre – Councillors R Bell and Mrs J Burley.

5.      Hartshorne Cricket Club - N Jenkinson

County Council report

1. County Councillor Mrs Chilton still is consulting with DCC over recent changes the footpaths over the Broomy Farm development.

The minutes were then approved as  a correct record and signed by the Chairman. Matter Arising

POLICE MATTERS                                                                                                                                

1.    Councillor Coe reported that there had been an attempted burglary on Manchester Lane. The Police have been informed and have subsequently made a visit to residents of Manchester Lane.

2.    Councillor reported that he had written to the Police with regard to a speeding Police vehicle along Sandcliffe Road.

e.            Equal Opportunities Policy

g.            Complaints Procedure 2019

h.            Grievance and Discipline (Staff) RESOLVED the above be approved

 

2.            Date for Recreation Working Group - it was agreed that the recreation working group will meet prior to the main Committee meeting on 10 June at 6.30 pm (prompt).

 

3.            Co-option of Parish Councillors

Prior to the start of the formal part of the meeting the Clerk reported that he had received 1 application to be co-opted on to the Parish Council, Mrs N Landsborough who has lived in Hartshorne village for over 6 years.

RESOLVED that Mrs N Landsborough is be co-opted on to the Parish Council as ward members for Hartshorne and Goseley Ward

 

4.            The Clerk presented a monthly update on all outstanding matters; this is attached to the minutes.

5.            RESOLVED that the 3 newly elected District Councillors for Midway  Ward  are invited to future Parish Council meetings.

HIGHWAYS, PAVEMENTS & PUBLIC FOOTPATHS

1.     The Clerk reported that there was still work outstanding on the telegraph pole outside numbers 53/55 Brookdale Road RESOLVED Clerk to contact DCC.

2.     Councillor Seaton asked if the bench on Sandcliffe Road could be re stained.

RESOLVED Clerk to contact N Dawson

3.     Councillors asked if there was any progress on a Speed watch being carried out within the Parish. Councillor Mrs Coe said that we are currently on a waiting list.

4.     Councillor Mrs Mycock reported a broken kerb stone at the junction of Elmsdale Road and Hartstill Road

RESOLVED Clerk to contact DCC.

a. The Internal Auditor has been completed by the Internal Audit and is presented for approval. 

RESOLVED that the Annual Governance and Accountability Return 201718 are signed in by the Chair and Clerk in compliance with Audit Regulations, 1- Annual Governance Statement and 2-Accounting Statements.

2.     Payment in full received from Blackfordby FC

3.     Due to the recent elections the Parish Council are short of authorised sinatures
