MINUTES OF THE PARISH COUNCIL MEETING

PRESENT - Councillors – A Jones (Chair), P Smith, D West, J Seaton, R Bell, N Jenkinson, G.Tubey, Mrs K Coe, Mrs M Mycock, Mrs S Sharland and Mrs J Slawson.

ALSO - PRESENT – R Smith Clerk to the Parish Council, District Councillor M Dawson and County Councillor Mrs L Chilton.

Ordinary Parish Meeting
PUBLIC PARTICIPATION None
District Council report -District Councillor Dawson reported that there is little to report as most staff are working from home.
County Council report - Councillor Mrs L Chilton had little to report. She said that the drainage problems on Dunnsmoor Lane still required further investigation.

POLICE MATTERS 1. It was reported that the Police were out at several locations doing speed checks

MATTERS ARISING 1. The Clerk reported that due to the lack of contact with both DCC and SDDC he had nothing to report. |

HIGHWAYS, PAVEMENTS & PUBLIC FOOTPATHS 1. Councillor Mrs Mycock reported that the electricity substation on Brookdale Road had now been repaired. 2. Councillor Seaton reported that speed checks had been carried out along Sandcliffe Road, along with Hartshorne Road and Repton Road. It was discussed that a speed watch team should be set up in Lower Midway. Councillor Mrs Sharland she would include an article on their web site. 3. There was a Speed watch team set up a few years ago in Hartshorne and Councillors Bell, Jenkinson, Coe and Burley were already trained. However, it was felt some retraining would be required. 4. Councillor Seaton asked about the return of the speed sign. RESOLVED Clerk to contact DCC. 5. Several footpath issues were raised – f/p’s 1,2 and 4. 6. Concerns were expressed that cycling were using several footpaths at Foremark. RESOLVED Clerk to contact DCC. 7. It was noticed that the hedge near to the corner at Ticknall Road required cutting. Councillor Smith said he would contact the landowner. 8. Councillors reported the poor condition of the footway along Tower Road, the footway and road surface along Pear Tree Close, the footway along Coventry Close. 9. Councillor Jenkinson reported that the 3 streetlights along Ticknall Road were still not working 10. Councillor Smith reported that the culvert under Ticknall Road near to Saw Mills had still not been cleared RESOLVED that the Clerk would contact all appropriate departments at DCC. RESOLVED that the Clerk write to SDDC thanking team for the work carried out by the refuse collection team over this difficult period.

PARISH NEWSLETTER AND WEBSITE 1. Councillor Jenkinson reported that he is reviewing the Ticknall Parish Councils web site as to its suitability for Hartshorne.

RECREATION GROUNDS & ALLOTMENTS 1. Councillor Jones reported that there was an inspection cover missing at Goseley recreation ground and a sleeper used to cross over the stream at Goseley recreation ground was broken. The cradle swing at Main Street had been vandalized and the litter bin at Salisbury Drive had the inner casing missing RESOLVED Clerk to contact Neil Dawson to carry out repairs. Regarding the litter bins it was discussed to replace all bins on Goseley and Salisbury Drive. 2. The Clerk reported that SDDC are currently emptying the bins on Goseley recreation ground on a weekly basis whilst the Lengthsman is absent.

REPORTS FROM OUTSIDE BODIES 1. Councillor Jenkinson reported that the Charities would be meeting in August and he welcomes all applications for grants. 2. Councillor Mrs Mycock reported that she was hopeful that Goseley Community Centre could be open. |

DMPA/2020/0418 The erection of a single storey side extension at Pinfold Cottage, Manchester Lane, Hartshorne, Swadlincote, DE11 7BE

DMPA /2020/0362 The removal of 3no specimens covered by South Derbyshire District Council Tree Preservation Order no. 447 on Land adjacent to 45- 49 Manchester Lane, Hartshorne, Swadlincote, DE11 7BE.
The Parish Council objects to the above application. They cannot understand the reasoning as to why the entrance needs to be widened, the agricultural land is relatively small and therefore does not require machinery that cannot currently reach this area of land. Regarding the TPO on the hedges this has been investigated with the last 2 (recent) applications. The first application went to the Inspectorate and found that the TPOs should remain. If the gate was widened to accommodate larger machinery it must impact on this narrow country lane.
The residents have forwarded their comments to the Parish Council and all Councillors are fully supportive of their objections.

1. Councillors reported that a caravan near to Buildings Farm appears to be have main services connected. He also reported that entrance gate has a 5-bar gate, however the planning application allows for single gate.

RESOLVED that the Annual Governance and Accountability Return 20119/20 are signed in by the Chair and Clerk in compliance with Audit Regulations, 1- Annual Governance Statement and 2Accounting Statements.. 3 Request from Nat West to Review Investment Account RESOLVED that the Nat West account is closed and the balance transferred to SDDC until a suitable investment opportunity arises. 4 Revised procedures under lockdown (already circulated) RESOLVED that the revised procedures be adopted by the Parish Council. 5 Request for a grant towards upkeep of ‘Village Green’ at junction of Brook Street and Repton Road. ( previous years a grant of £150.00 has been made. RESOLVED that the grant is made to Mrs Paling of £150.00 to maintain the Village Square.
