1. Councillor Taylor expressed concerns about footpaths at Broomy Farm and Short Hazel Farm 2. Following a meeting Granville School Councillor Taylor hope that the School will reconsider the decision not to have a rear entrance onto Broomy Farm. 3. Councillor Taylor informed the meeting that Chris Nash is leaving the Planning Department, S Saunders is his replacement and already in post. 4. Councillor Taylor updated the Council on progress with regard to the sewerage work being carried out on The Cutting. SDDC will replace all the fencing once the work has been completed. 5. Councillor Gee agreed with the statements made by Councillor Taylor.

County Council reports: 1. County Councillor Mrs L Chilton said because of the pandemic resources at County Hall are stretched to the limit. 2. County Councillor Mrs L Chilton informed the meeting of certain footpath closures on Broomy Farm.

1. Clerk had circulated a current Outstanding matters report (see attached) 2. Advertising of Post of Lengthsman a. The post of Lengthsman has now been advertised with a closing date of 15 November. 3. The Chair has sent the voucher and a letter of thanks for all the hard work carried out by Gordon over the past 15 years. 4. The advert for two vacant posts of Parish Councillors has resulted in no application. Agreed to review at the December meeting 5. Neighbourhood Plan RESOLVED that the Clerk talk to DALC about starting a Neighbourhood plan and its pros and cons. |

Highways, Pavements and Public Footpaths 1. Concerns were expressed by several Councillors about access onto footpath 2 near to Short Hazel Farm. The Clerk reported that he had been in contact with DCC who are trying to create a diversion around a building that is blocking the exist route, however because of limited resources they are not currently in a position to carry out the required work. County Councillor Mrs L Chilton said that she would contact the Footpaths Officer. RESOLVED that the Parish Council keep in contact with DCC to ensure the work is carried out as soon as possible. 2. Councillor Jenkinson commented on access on footpath 24 near to Coal Lane. RESOLVED that the area is inspected, and a full report of the problems is available at the next Parish Council meeting. |

Parish Newsletter and website 1. Councillor Jenkinson presented a revised front page of the Hartshorne web site showing how it can conform with recent legislation changes. RESOLVED that further work is carried out with the working party and at the December meeting present a way forward. |

Recreation Grounds and Allotments 1. Notices had recently been erected on the MUGA closing it down during the pandemic. 2. Chair reported that the swing in the Salisbury Drive play area requires repairing RESOLVED Clerk to contact SDDC of the problem as this area of play equipment is their responsibility.

Reports from Outside Bodies 1. The Chair reported that he had attended DALC’s AGM (via Zoom), items discussed was parking outside schools and speeding traffic. 2. It was also announced at the meeting that Hartshorne Parish Council had been awarded ‘Highly Commended’ in the best Council of the year 2020 Category, behind the winners Ripley Town Council. This award is mainly in recognition of the outstanding voluntary work of local residents carried out during the ‘Lock Down’. Planning Matters Planning Reforms 1. Councillor Mrs J Burley reported that she had submitted an objection to the new proposed planning law changes. RESOLVED that the Parish Council write a similar letter objecting to the proposed changes to Central Government, SDDC and our local MP.
