Minutes of the ordinary meeting of Hartshorne Parish Council held at

7.00 pm on Monday, 13th December 2021 at Hartshorne Cricket Club

 

Present: Councillors A Jones (Chair), G Tubey, P Smith, K Coe, D West, N Jenkinson, M Mycock, J Burley

Cllr Jones welcomed Cllrs and members of the public to the meeting.

         

134/2021            Public participation

The treasurer of Woodville Football club confirmed Hartshorne Charities application was rejected due to conflict of interest with the Parish Council.  The club are unable to store the goals in the changing rooms and it was suggested to store at the back of the building which the club will design and secure.  The coach in attendance confirmed he is happy to look after the goal sockets and take away the old goals Pitch assessment from the FA took place, awaiting outcome.  Line marker is not suitable, currently using spare.  Quotes provided to the Parish Council. 

 

135/2021            To receive reports from the Police Liaison Officer, County Councillors and District Council Members

County Council

Cllr Muller raised concerns regarding the new COVID variant, DCC are keeping a close eye on the situation

The Police and Crime Commissioner is keen to visit in the New Year and money may be available for the area for speeding issues and antisocial behaviour

Please report any highway issues to Cllr Muller

Newton Solney Hotel are re-signing a contract with the Government and will cause no issues, curfew is in place.

Avian flu – Willington is a concern, probation and surveillance zone around the area

Meeting has taken place with the airport authority; new noise monitoring points added in Melbourne, Cllr Muller has asked if there could be a change of overflight path over Hartshorne

Cllr Smith raised concerns about Foremark Reservoir, National trust to take over the grounds and volunteers will work on the grounds.  At Calke Abbey there has been conflict between walkers and cyclists and is unfair to ask volunteers to deal with, PCC should visit the site to compare.  Cllr Muller to raise concerns

Cllr Jenkinson raised concerns about the sequence of the traffic lights at Morrisons and the new bypass which was due to open today, the bypass will cause issues with access and traffic.  Cllr Muller to raise concerns

Cllr Jones reported at Dunsmore Lane on the double bend, water tends to flow into the road from the field and cause a stream.  Clerk to send details to Cllr Muller

RESOLVED: Minutes agreed as a true record apart from page 2 Brook Street not Monk Street. All Cllrs agreed.

                          

140/2021            Recreation Grounds

No minutes received from previous meeting.  Clerk confirmed she has not found any minutes in the paperwork provided.

Goseley Football pitch RESOLVED Cllrs agreed to purchase the goal posts and to explore options for storage, club to remove old posts and will look at tidying the changing rooms in the new year.

 

141/2021            Clerks report and Action Log

Clerk reported the Parish Precept for 2022/23 has been received and a finance working group date needs to be arranged for January. Finance Group Meeting to be arranged for Thursday 6th January 2021 7pm via zoom.

Cllr Jenkinson raised the Church Clock looks tired and may need some maintenance.  Parish Council have paid for maintenance of the mechanism previously on the basis it is a public asset.  Cllr Coe suggested the church should apply to Cllr Muller’s fund or alternatively submit a proposal to the parish council.

RESOLVED All Cllrs agreed to the payments above

Cllr Jones reported HSBC have stopped the Parish Council cheque payments.  A safeguarding review was completed in October, along with a further safeguarding review on the 8th November 2021.  Cllr Jones has been into the bank and called them but they are unsure why there is a resgtraint on the account, no answer as yet and Cllr Jones has filled in a complaints form and is awaiting a reply.  Cllr Smith suggested they ask the Bank to reimburse the parish council for any costs incurred and to write to the Ombudsman.

Cllr Smith reported the sad passing of Adrian Lowry who worked at SDDC for many years.

Bin collections will take place over Christmas as same as normal.
