Cllr Jones
welcomed Cllrs and members of the public to the meeting and asked everyone in
attendance to stand in memory of the late clerk. The clerk was very keen and enthusiastic and
was a great asset to the Parish Council.
Member of Woodville football club, talked about the club being the biggest in South Derbyshire, they have over 40 volunteers and has been running since 2005. All insurance is in place, and they are affiliated with the Football Association. The club had been speaking to the previous clerk to request the use of the Goseley pitch, but the goals would require changing. Cost for nets the are approx. £1700.
Member of Woodville football club to send all correspondence and costs previously sent to the clerk to the Chair. The Parish Council will look at the cost of changing the goal posts and possible storage options. A Cllr suggested the posts are shared with the recreational grounds. All Cllrs agreed to delegate the decision to sub-committee before next meeting.

Cllr Muller asked for condolences to be sent to the previous clerk’s family
Cllr Muller reported there is not much happening at present at Derbyshire County Council. The business plan was sent to the Government on the 10th September and the County Council will shortly receive a copy for discussion.
The Green Homes grant has been extended until March 2022. £1 milllion pounds was awarded to help homeowners and landlords to fund the cost of energy efficient improvements. Residents’ income is required to be below £30k and the energy performance certificate needs to be D & G to qualify for the grant.

Cllr Muller reported the manhole covers will be mended on Wednesday
The GAP Group has received £500 from Cllr Muller and G Musson from Woodhill is providing the other £500
A Cllr asked why the local MP is not involved in the Freeport? Cllr Muller reported he is unsure why the MP is not involved however the Chief Executive of South Derbyshire is.
RESOLVED Cllr Muller to raise with Leader of the County Council regarding the lack of involvement by the local MP in the freeport.
District Council
Cllr Gee reported South Derbyshire District Council had been fully maintaining the pavilion at Goseley, in his opinion another arrangement should be made whereby the Parish Council could take some of the responsibility.
Government Consultation on the airport had been received, Hartshorne may be impacted higher than other areas. A detailed response has been provided by South Derbyshire District Council taking into account the economic benefits. Cllr Muller confirmed there may be changes to the runway which may impact the area and he will copy the chair into the email.
There is a responsibility by South Derbyshire District Council to review the Local Plan every 5 years which should conform to national policy. The review currently taking is of the current local plan i.e the freeport and if any change in policy is required. A new local plan will be brought in at some point.
Cllr Smith asked that consideration of food and brown lands be considered along with rejuvenating the high street. Cllr Taylor confirmed the High Street plans are already in place to improve the high street in Swadlincote including new paving and a number of trees may be removed.
Cllr Jones raised biodiversity in the area and the provision for tree planting. Cllr Taylor confirmed sites for wildflowers which have been approved. Action plan for nature and wood to increase diversity is available the on website.

087/2021 Recreation Grounds
Cllr Jones confirmed the minutes from the previous
meeting had not been received. Cllr
Jones explained a meeting took place on site at the grounds and there were a number of issues looked at. Work on the changing rooms is required and the
previous clerk raised the possibility of work being done on the equipment,
however, it has been difficult to find a company to complete the work. Health and Safety work needs to be completed
as a matter of urgency.
Cllr Mycock confirmed she received a complaint from
a resident regarding a silver birch on Salisbury Drive, the resident does not
want the tree taking down but would like it chopped back. Cllr Smith gave contact details to the previous
clerk to tidy the area where the tree used to be.

089/2021 Planning Applications
(DMPA/2021/1321 The erection of a replacement dwelling at 26 Sandcliffe Road, Midway, Swadlincote, DE11 7PH. Cllr Tubey reported the planning application has been withdrawn but will be resubmitted. The house will be large and due to the cost, the planning application will be reviewed, but he does not see there will be grounds to oppose. Relevant point will be it is close to the edge of the quarry and the concerns of landslip. Double detached garage in the front garden.

090/2021 Lee Wood Valley
All Cllrs agreed the Lee Wood
Valley to be discussed earlier in the meeting after apologies. Local resident discussed the proposal of Lee
Wood Vally as an asset of community value.
The proposal has been completed.
The application can only be made by a community group or Parish
Council. Concerns have been raised due
to a company looking to develop the area into housing. If the Parish Council do not do something now
the land will be lost to developers.
Cllr Smith reported he thought
the proposal was a very good idea and an asset the area cannot afford to lose.
RESOLVED Cllr Smith proposed and Cllr
Coe seconded and all other Cllrs in agreement by a show of hands submit the proposal
that the parish council support the proposal.
Cllr Jones signed the proposal at the end of the meeting.

Cllr Jones confirmed August and
September payments are outstanding. The payroll is run by SDCVS
and Cllr Jones has informed them the Clerk has died and they have sent their condolences. £1117.45, SDCVS bill outstanding.
Old clerk is still getting paperwork
and a bill had been received from Royal Mail for £168.00 for PO Box
Cllr Smith asked if the Chair
could have all post redirected to him on a temporary basis.
Letter received from HSBC regarding
a safeguarding review and notification of closing the account.
