Minutes of the ordinary meeting of Hartshorne Parish Council held at

7.00 pm on Monday, 13th June 2022 at Hartshorne Cricket Club

Cllr Jones welcomed Cllrs to the meeting.

         

082/2022            Public participation

083/2022            To receive reports from the Police Liaison Officer, County Councillors and District Council Members

County Council

 

Cllr Muller congratulated the village and all those involved in the Jubilee celebrations.

Cllr Muller reported the Police and Crime Commissioner meeting took place in Melbourne, it was an interesting meeting and the speed indicators were discussed, other parish councils are thinking about sharing the speed equipment due to the cost which Hartshorne should consider. 

Cllr Muller discussed the Freeport and reported the Ratcliffe power station is likely to remain open for longer.

Cllr Muller confirmed he had received information regarding concerns about the abattoir lorries and a meeting has been rearranged for 14/06/22.

 

District Council

Cllr Gee reported a new road has opened on the A511 onto Lincoln Way.

Cllr Taylor reported Cllr Gee has completed his civic year as chair and raised a lot of money for charity.  Cllr Gee reported he has raised over £3300 and has thoroughly enjoyed his time as chair.

Cllr Taylor reported the corporate plan has received mainly positive responses.

Cllr Taylor confirmed the public footpath through Broomy farm directly to Burton Road of the side of Granville School is still closed.  Issue is now with DCC.

RESOLVED: Minutes agreed as a true record and signed by the Chair.  All Cllrs agreed.

                          

088/2022            Recreation Grounds

 

7a Recreational Grounds – Cllr Jones confirmed a meeting has taken place new action plan with actions following the ROSPA inspection and it has been recommended a site meeting with SDDC.   RESOLVED that Cllrs agree for the clerk to arrange a site meeting

7b Benches location has been agreed and will be installed 16th July

7c Noticeboards – Clerk confirmed she had ordered the new noticeboard for Goseley Community Centre and is awaiting confirmation.  Some money has been received from SDDC for concurrent expenses.  Are Cllrs in agreement to purchase another to replace the broken one on Repton Road.  RESOLVED all Cllrs agree to purchase.  Clerk also confirmed an email had been received from a resident allotment holder asking if the one at the allotments would be replaced.

7d Football pitches/Goal post stoppers – Clerk confirmed SDDC do not have goal stoppers as they would likely be replaced every week.  Thank you to Cllr Muller for the £200 donation towards the line marker.  Clerk confirmed 3 teams use the football pitches and they should have been invoiced last September.  RESOLVED that Cllrs agree for the clerk to write to the teams confirming whether they have used the pitches.

7e Trim Trail equipment – Clerk confirmed she will be looking at funding for the equipment.

 

089/2022            Clerks report and Action Log

Clerk confirmed she will be updating the action log and will send to Cllrs

Clerk confirmed the following documents required reviewing Review Risk Assessment, Standing Order, Financial Regulations and Fixed Asset Register.  RESOLVED that Cllrs agree to discuss at the next meeting.

Clerk confirmed she had received Planning Obligations Supplementary Development Plan Document (SPD) Consultation information which had been sent to Cllrs

Clerk confirmed there was no update for Leewood Valley Community Asset

Clerk confirmed she had received information regarding the East Midlands Airport - Airspace Modernisation Programme, Stage 2.  Meetings are taking place and Cllr West will attend.

Clerk confirmed an email had been received from the individual who kept tidy the Village Green.  RESOLVED that Cllrs agree to a £200 donation.

Cllr Coe reported the defib pads at Goseley and Leewood Road require replacing and the one at the Rodney needs new pads and battery.  RESOLVED clerk to order once information received.

Cllr Coe reported speedwatch training is out of date and will be required to be redone, 10 people per session is required.  RESOLVED that clerk will ask Cllr Jenkinson to add a sign on the website asking for interest to let Cllr Coe know.

DMPA/2022/0217 Refurbishment and conversion of the Grade 2 Listed Farmhouse and outbuildings to form three residential dwellings, including demolition & rebuilding of existing walls at Spring Farm, Brook Street, Hartshorne, Swadlincote, DE11 7AH – no observations to the planning application however we are concerned about the security of the site and recent fire that took place and the general better management requires improvement whilst the construction is being completed

091/2022            Highways and Public Footpaths

Clerk confirmed that Cllr Sharland had reported an overgrown footpath - Swadlincote footpath 63 (Case no FS-Case-428993615) and broken stile on Hartshorne Footpath 53, over the fields, (Case no FS-Case-428995413). The overgrown footpath has been trimmed back a bit but it remains very narrow as the owner of the land to the side has erected a fence and planted a hedge.

Cllr West reported potholes were being filled in on Dunsmore Lane.

Cllr Smith reported Roy has been cutting back some of the stile area at Hartshorne Woodsland and Dunsmore Road.  Thank you

Clerk confirmed a new plan of allotments has been completed and invoices have been sent along with new agreements.  RESOLVED that a site meeting to be arranged for 6pm at the allotments for Cllrs and allotment holders.

Clerk confirmed the internal audit is still being completed and the fixed asset register is required along with a reason why there is a difference to last year.  Cllr Jones reported a review of equipment will take place for insurance purposes. 

 

Invoice from Smith of Derby for service of the church clock.  RESOLVED that Smiths seek authorisation from the Parish Council and all Cllrs agreed to payment

 

062/2022 Any other business

 

Cllr Smith asked if we issued a medal at the last jubilee to children born, it was confirmed it was every child born on the millennium.  RESOLVED that the council would not be able facilitate as information regarding children born is not available.
