Minutes of the ordinary meeting of Hartshorne Parish Council held at

7.00 pm on Monday, 21st March 2022 at Goseley Community Centre

036/2022           To confirm the minutes of the meeting of the Council held on 14th February 2022

RESOLVED: Minutes agreed as a true record and signed by the Chair apart from 25/2022 “past the mill wheel”, work has now been completed and Smiths Gorse not Gores.  All Cllrs agreed.

                          

037/2022            Recreation Grounds

 

7a RESOLVED – Clerk confirmed the updated action log had been sent to Cllrs following the Recreational Group Meeting on 24th January 2022.  Actions continue to be worked through.

7b Clerk confirmed she has sent report to SDDC for advice and is awaiting a reply.

7c Goseley Football pitch. Clerk confirmed goals have been delivered to treasurers home as agreed by Cllrs.

Cllr Smith asked that the additional trim trail equipment on Main Street require adding onto the action log.  RESOLVED – Clerk to add to the action log

Cllr Tubey asked who rents the Dunsmore Road pitch?  RESOLVED Clerk to contact the Treasurer at Woodville Football Club to request further information.

 

038/2022            Clerks report and Action Log

Clerk confirmed she has received 2 quotes for an internal auditor, 1 for £100 plus VAT and 1 for £125 plus VAT.  RESOLVED All Cllrs agreed to the cheaper quote.  Clerk raised concerns as she is unable to complete financial year end, concurrent expenses and VAT.  Clerk has contacted PKR Littlewood to request information from the previous year.  Contact has been made with HMRC and is awaiting a reply.

Resolved that the Annual Parish Meeting be held on the 9th May 2022 and the Parish meeting be held at Dethick Hall (subject availability) on Tuesday 10th May 2022.

Noticeboards – Clerk confirmed sizes have been sent and is awaiting pricing.

Benches - Clerk confirmed 2 options have been sent to Cllrs.  RESOLVED Cllrs agreed for the 3 seater metal benches from Country Charm, the colours being black with Gold and to request if a plaque can be added.

Clerk confirmed an email received from DALC confirming NALC has a committee for smaller authorities; they would like to hear if there are any issues.  No issues to raise

DMPA/2021/1897 The extension and conversion of the existing triple garage (accommodation above) to form a new dwelling and the erection of a single garage. 37 Repton Road, Hartshorne – No observations

 

DMPA/2022/0244 The erection of a two storey side extension and single storey rear extension at 2 The Limes, Woodville Road, Hartshorne – No observations

 

DMPA/2021/1263 The erection of a four bedroomed dwelling. Previously approved dwelling (DMPA/2020/0478) relates at Spring View, Springhill, Hartshorne – Planning meeting held on the 8/3/22 - Approved

 

Cllr Smith raised concerns that SDDC planning do not reply to email correspondence sent

DMOT/2021/1876 The crown reduction of chestnut tree and sycamore tree covered by South Derbyshire District Council Tree Preservation Order no. 165 at 34 Main Street, Hartshorne, Swadlincote – Approved subject to conditions

 

040/2022            Highways and Public Footpaths

Cllr Landsborough commented Highways have started to patch up the pavement and road on Peartree Road.  RESOLVED Clerk to send pictures to Cllr Muller

Cllr Tubey said that on Netherhall Road a sign had been put up that road would be closed but no work has taken place and the road closure did not happen.

 

041/2022           Website and Communications

Cllr Jenkinson has started compiling the newsletter along with the Clerk and will send out to Cllrs by the end of the week.  Numbers printed to be decided and costings confirmed.

 

042/2022            Allotments

Cllr Smith said the van parked at the allotments reported at the last meeting had been parking in site again, Cllr Smith has spoken to the owner who is an allotment tenant and reported he is parking there as he has nowhere else, and do we need to revisit our agreement for the allotments, no overnight parking?  RESOLVED Clerk to review agreements

Clerk confirmed a resident was asking for an allotment however she is unable to give further information as she was unsure what one was available.  RESOLVED Cllr Jenkinson to complete a map of the allotments

Cllr Slawson reported the there is a lot of litter on Tower Road.  RESOLVED Clerk to confirm what area the Lengthman litter picks.

RESOLVED All Cllrs agreed to the payments above

Following agreement by Cllrs for Clerk to arrange internet banking Clerk confirmed she is no further forward. RESOLVED Telephone banking information signed by Cllrs as a further option and be sent to HSBC.

Cllr Jones asked that the pay rates are added as an agenda item at the next meeting.

Legionnaires report required for Goseley Changing rooms RESOLVED – Clerk to contact Greenwater Service, Hartshorne Cricket Club and Steve Taylor will find out what company completes one at Woodville.
