Cllr Jones welcomed everyone to the meeting. A minutes silence took place in remembrance to the Queen following her death.
Cllr Jones reported guidance from DALC had been received and due to the notice being sent out at least 3 days before the period of mourning the meeting is able to go ahead. All Cllrs agreed that the meeting should go ahead

117/2022 To confirm the minutes of the meeting of the Council held on 11th July 2022, the allotment minutes held on the 11th July and the finance minutes held on the 5th September 2022.
118/2022 Recreation Grounds
7a Recreational Grounds – Clerk confirmed an email had been sent from SDDC regarding the playgrounds and forwarded to all Cllrs. RESOLVED that clerk await quote from SDDC for mowing of the grass and once received obtain further quotes.
7b Noticeboards – Clerk confirmed 2 x noticeboards have been ordered for Goseley Community Centre and Repton Road, delivery date is awaited.
7c Football pitches – Clerk confirmed Woodville Rangers are requesting an onsite meeting and have asked whether a defibrillator can be added at Goseley. RESOLVED that clerk arrange a date with Cllrs Jones, Jenkinson and Tubey and gain advice from DALC regarding the defibrilator.
7d Trim Trail equipment – Clerk advised she is looking for funding
119/2022 Clerks report and Action Log
Clerk confirmed the actions from the Internal Audit report are continuing
Clerk confirmed the Risk Assessment, Standing Order, Financial Regulations and all other parish council policies have been sent to Cllrs. RESOLVED that all Cllrs accept and adopt the documents
Clerk confirmed no signatures have been received for the parish vacancies therefore Parish Council can co-opt
Clerk confirmed SAAA 2022 Opt-out Communication had been received regarding the external audit. RESOLVED that the Parish Council continue with the current arrangements.
Clerk confirmed the action plan has been updated and sent to councillors.

Planning Decisions
121/2022 Highways and Public Footpaths
Cllr Slawson reported brambles are growing onto the footpath and require cutting back near the school on Main St. RESOLVED that Cllr Jones will check if they require cutting back
Cllr Slawson reported electricity cables have been put in along the pavement on Woodville Road, opposite the Junction of Tower Road which has been left in a messy state. RESOLVED that clerk contact DCC concerned to report the poor quality of work.
Cllr Mycock reported there has recently been an accident at the Cutting, a new 40 mile per hour sign has been put up but the old sign has not been taken away. RESOLVED that clerk report to DDC.
Cllr Mycock reported there is overhanging vegetation obstructing the footway at the Cutting. RESOLVED that clerk report to DCC
Cllr West reported a stop sign has been thrown in the hedge at Cole lane. RESOLVED that clerk report to DCC.
Speed watch training RESOLVED that clerk ask Cllr Coe if she has received any interest from local residents.
Cllr Jenkinson reported he had updated the website to acknowledge the death of the Queen.

Clerk confirmed she had contacted Blooming Gardens requesting them to look at the allotments.
RESOLVED that clerk request an official report from Derbyshire Fire Service following the fire at the allotments.

RESOLVED All Cllrs agreed to the payments above. Cllr Jenkinson expressed concerns regarding not being able to pay companies until a meeting has taken place. RESOLVED that where the Parish Council have agreed a contract the clerk is able to make payment and approve at the next meeting.

Clerk confirmed a finance meeting took place on the 5th September 2022 to discuss budget and finances. RESOLVED that the Parish Council approve budget changes, bank reconciliation and income and expenditure from April – July 2022.
125/2022 Speed Indicator Device Guidance
Clerk confirmed information regarding the SID’s has been sent to Cllrs. Possible sites suggested Main Street, Woodville Road (past Gresley) and Sandcliffe Road, but will be decided once a decision has been made to purchase. RESOLVED that clerk get further quotes.
