Minutes of the ordinary meeting of Hartshorne Parish Council held at

7.00 pm on Monday, 12th June 2023 7pm at Hartshorne Cricket Club

256/2023            To receive reports from the Police Liaison Officer, County Councillors and District Council Members

County Council

Cllr Muller reported the following:

Highways has a new cabinet member Charlotte Cupis

Freeport - no further information

Devolution – no further information

Speed Indicator Device with Ticknall – shared agreement, contact made with Ticknall Chair and has spoken to DCC to discuss a further device. 

DCC are responsible for the speed humps on Repton Road.

 

District Council

Cllr Taylor reports Arriva are subsidised for routes to take place.

Complaints received from residents regarding the state of the roads from Willington and Repton to Hartshorne.  Cllr Muller is aware of the state of the roads.

Cllr Taylor reports the Environment Committee consultation has taken place regarding S106 monies.  SDDC will provide a robust response.

A presentation from East Midlands Airport regarding noise action plan was delivered to SDDC.  SDDC will respond to the action plan.

Cllr Gee asked if DCC are paying out any money regarding Repton Road for any repairs.  Cllr Muller confirmed they are.

Proposal has been put forward for a light up sign to be added at the Clock Island Roundabout.  Planning has been deferred.

Cllr Tubey raised concerns regarding the high volume of traffic through Woodville.

The Council resolved to co-opt Phillip Redfern to the Parish Council.  Cllr Redfern signed the acceptance of office and took his place alongside the Councillors.

7a Recreational Grounds –

7b Football pitches – Resolved Cllrs agree to the Massey quote for extra work on the ceiling at Goseley changing rooms at £950

7c Trim Trail equipment – 13th and 14th July proposed for onsite meeting. Resolved Cllr Seaton Cllr Jones, Cllr Slawson and Cllr Coe to attend

 

263/2023            Clerks report and Action Log

a.     Goseley Bus Service – Cllr Burley raised concerns that a family are moving to the area who have a blind child.  Requesting to use Goseley car park twice a week but it has been highlighted that there is no bus service available.  Cllr Muller reports the bus company has completed a survey and the buses are not being used.  Resolved Clerk to send Cllr Muller information

b.     Leawood Valley.  Resolved Clerk to ask SDDC planning if they have a blank copy of the map of the area.

c.     Fixed Asset Register.  Resolved Cllrs adopt fixed asset register with goal posts

d.     Code of conduct Resolved Cllrs agree to adopt Local Government Code of Conduct

265/2023            Highways and Public Footpath

Cllr Rogers reported one of the new signs on Manchester Lane footpaths has fallen down.  Resolved Clerk to contact Highways

Cllr Landsborough reports the footpath between Brook St and Pear Tree Road, getting narrower.  Resolved Clerk to write to the homeowners requesting hedges are cut back.

Cllr Burley reported the drain is blocked on Woodville Road, at the bottom, outside house no 267.  Resolved Clerk to report to Cllr Muller.

Cllr Rogers reported the drains on Manchester Lane are blocked.  Resolved Clerk to report to Cllr Muller.

Cllr Seaton reported the speedwatch training is being organised.

Resolved Clerk to arrange photos of new Cllrs for website

 

267/2023            Allotments

 

Clerk confirmed she has received a request from a tenant for chickens on site.  Resolved Cllrs declined at present time due to bird flu.

1 new tenant now in place.  Resolved No rent to be charged for this year for any new allotment holders.

Cllr Seaton reported the allotments are looking very tidy following work being completed.
