Minutes of the ordinary meeting of Hartshorne Parish Council held at

7.00 pm on Monday, 8th January 2024 at Goseley Community Centre

Cllr Seaton welcomed everyone to the meeting.

         

331/2024            Public participation

Member of the public reported no opposition to the housing for planning application number DMPA/2024/1557 but raised concerns regarding the entrance, removal of existing markings and dangers this will cause on the road. Cllr Muller confirmed Highways investigations take place on all planning applications and suggested the clerk send details to him directly.

 

332/2024            To receive reports from the County Councillors and District Council Member

County Council

Cllr Muller reported:

·       East Midlands combined authority will come forward in the spring. Inauguration of Mayor will take place May 2nd.

·       Bus fair scheme extended until the end of the year.

·       20mph speed restrictions unlikely to happen. Survey took place in Long Eaton and only 3 of 64 returned were in favour of the scheme.

·       Potholes, extra money received from the government, flooding has taken priority however, work restarting. Cllr Burley reported the drain at the cutting keeps overflowing and running down the road, further investigation is required? Is it possible to grit when icy? Cllr Muller to enquire regarding a gritting box.

 

District Council

Cllr Gee reported that Brook Street flats heating, and hot water broke over the Christmas period. Meeting on New Years Eve, discussion, investigation, and heating back on by the Wednesday. Thank you to Cllr Landsborough for highlighting. Cllr Taylor raised concerns that issues started before Christmas however, parts could not be delivered. Investigation has been requested for any learning outcomes. Better communication required. Chief Executive also involved and taken very seriously especially due to the vulnerable residents. Cllr Landsborough reported whether further issues highlighted are being reviewed and investigated and Cllr Taylor confirmed they were.

 

Cllr Taylor reported from the last meeting minute number 322/2023 regarding concurrent funding being reduced possibly stopped. SDDC financial status is positive but there is a funding gap, and they are reviewing what is funded by SDDC. Review of concurrent function is taking place but there is currently no mention of it stopping.


Cllr Taylor reported SDDC are going through the budget process which will include a council tax increase decision. Reviewing Leisure Centre facilities and council offices. Significant improvements have been made to Swadlincote Town Hall and SDDC will be looking at the Market Hall


Cllr Bigg reported potholes on Dunsmore Road are getting serious and require reviewing.

RESOLVED: Minutes agreed as a true record and signed by the Chair. Cllr Coe proposed, Cllr Burley seconded. All Cllrs agreed.

                          

337/2024            Recreation Grounds

 

7a Recreational Grounds – Sailsbury Drive Lease. Resolved Clerk to obtain advice from Timms or Smith Partnership solicitors regarding the lease.

Clerk reported costing estimates for repair work at Mount Road

Entrance Grille – 2 options Dig out and reseat the Grille - £230 + VAT.

Or alternatively the contractor could weld in a steel section to close the gap - £85 + VAT. Resolved Cllrs agree to the welding of the steel section.

Path repairs – trip hazards in four sections to dig out and repair the surface of the paths as required to remove the identified trip hazards - £910. Resolved Cllrs agree to the works.

Community payback – Could not paint due to the tool used for white lining and has water in it, concerned it may have chemicals and no toilet paper etc. Have started cutting the hedges and will mulch down. Resolved Cllrs understanding substance not hazardous. Request not to do the hedges until further investigation.

7b Football pitches – no update

7c Trim Trail equipment – Clerk confirmed she has requested a further meeting date from Wickstead.

 

338/2024            Clerks report and Action Log

a.     Goseley Bus Service – no update

b.     Leawood Valley – SDDC have declined the Community Asset nomination.

c.     Shared agreement SID Hartshorne. Cllr Seaton has put together and read out a letter from and on behalf of the Parish Councillors to Richard Handbury (DCC Highways Dept), County Councillor Muller and other relevant parties, appealing against the DCC's decision.  Resolved Cllrs agree to wording and letter being sent.

d.    Zurich renewal £615.06 not including the allotment cover. Cllr Roberts reported it is the Parish Councils responsibility to organise insurance. Resolved Clerk to gain further information and quote to cover the allotments.

e.     Remains of Mill Building - Netherhall, Hartshorne. Limits what can be done to protect the building, option to add signs but would need to work in collaboration with the owner. Resolved send information to resident who sent original email.

f.      SDDC Budget Consultation 2024-25. SDDC requesting views.

g.     SDDC Our Draft Council Plan 2024-2028. To be raised in area forum

h.     Letter from PCC regarding waiving Council Tax for Special Constables

i.      East Midlands Airport Future Airspace – Stage 2 information sharing/Q&A sessions

339/2024            Planning Applications

 

DMPA/2024/1557 Demolition of the existing dwelling and associated outbuildings, and the erection of 54 dwellings, public open space, landscaping, access, and associated works at Land At 97 Hartshorne Road, Woodville, Swadlincote, DE11 7HY – object due to safety of resident on Goseley estate flooding regarding the road, safe access coming out of the estate and the brook running through the land.

340/2024            Highways and Public Footpath

Cllr Landsborough reported that there are two springs in Brook Street: Spring Hill. One has been diverted into a maintenance hole cover; separate dwelling; no issue   The residents are concerned that the builders of the new dwelling have had the other spring diverted into the field by the derelict dwelling and there is a constant flow of water. Resolved report to SDDC planning.

Cllr Burley confirmed the give way sign had been broken at the cutting and has reported to DCC

Cllr Seaton confirmed he has contacted DCC regarding the HGV signage on Sandcliffe Road.

Cllr Burley to contact webmaster to request the minutes are added on to the website.

Cllr Landsborough reported flooding at the allotments. Resolved Clerk to contact Tree and Garden services to ask about any drainage and offer tenant empty allotment at reduced rate.

Cllr Seaton confirmed a finance meeting had taken place and the 2024/25 budget was discussed. RESOLVED Cllrs agreed to accept the budget which was signed and attached to the minutes.

RESOLVED that Cllrs agreed to the precept remain the same at £9624.00. Budget signed, attached as appendix A.

SDCVS have undertaken a review of annual costs. Resolved that the Parish Council accept the increases.
