84/2024             To confirm the minutes of the meeting of the Council held on 16th September and the allotment meeting held on the 23rd September 2024

RESOLVED: Cllr Coe proposed, and Cllr Burley seconded the minutes were agreed as a true record and signed by the chair.

                          

85/2024 Recreation Grounds

7a Recreational Grounds – quote at Mount Road from Tree and Garden services £440.  Resolved Cllr Landsborough proposed, and Cllr Burley seconded, all other Cllrs agree to the quote.  Clerk to write to owners of the site to repair and make good their boundary fence which adjoins the recreational ground.

Cllr Seaton reported that someone has been using the grounds with their horse.  Resolved Cllrs agree a new rules and regulations sign be purchased.

7c Football pitches – New football club KO Sports are interested in hiring Goseley on a Tue/Thur pm and Saturday morning.  Resolved cllrs agree to pitch hire at £150 per season

7d Play area equipment – Clerk confirmed email received from Manor View residents regarding concerns received about the area.  Land registry search completed due to public right of way resident should contact DCC.  Resolved letter to resident from parish council.

 

86/2024 Clerks report and Action Log

 

·       Shared agreement SID Hartshorne – Cllr Seaton confirmed the SID has now been moved.

·       Risk assessments and policies for approval.  Resolved Cllrs accept and adopt documents

·       Mount Road, Hartshorne Lease. Resolved all Cllrs agree to renew lease, clerk to confirm with SDDC.

·       South Derbyshire Draft Local Plan Part 1 Consultation. Information sent to Cllrs.  Cllr Smith reported that the way feedback can be given is unacceptable and propose that the parish council write to SDDC and DCC.  Resolved clerk to send letter.

·       Royal British Legion.  Resolved Cllrs agree to donation of £50 and purchase of 30 lamppost poppies along with wreath.

·       Swadlincote Newsletter- sent to Cllrs for information

·       Flood liaison meeting will be on Thursday 21st Nov at 10am-12 – via teams

·       DALC newsletter – sent to Cllrs for information

·       DALC Employment law Updates – Sexual harassment policy being completed

·       December meeting request to be held on the 2nd December.  Resolved Cllrs agree to meeting being moved to the 2nd December.

·       Cllr Seaton confirmed speedwatch starts tomorrow.

·       Resolved Clerk to contact SDDC re dog bin near the Rodney.

 

89/2024             Website and Communications

·       Clerk confirmed no update on the noticeboards

 

90/2024 Allotments       

Resolved Cllrs agree to recommendations following the allotment meeting to send letter to allotment holders.

Resolved that terms and conditions to be added to lease that allotment holders will only be able to lease 1 allotment unless subject to prior agreement.

Resolved that the allotment which floods should not be hired out as an allotment plot.

Clerk confirmed the external audit report had been received from PKF Littlejohn. Notice of conclusion to be added to the website.  Resolved Cllrs agree to the audit.

 

92/2024 SID

Cllr Seaton confirmed that 2 out of 3 Lamp Posts were rejected as sites for the New SID as structurally unsuitable. Woodville Road has passed. Resolved Cllr Smith to review lampposts on Ticknall Road.  Cllr Jones to see if Safer Neighbourhood funding is available.  Clerk to request further information from Coeval.

 

93/2024 – Any other business

 

Cllr Jones requested the lengthman to litter pick all the way down Ticknall Road to Cole Lane.

Cllr Burley reported that SDDC are removing all their bins.
