Annual Parish Meeting – Wednesday 15th May 2024, Dethick Hall, 7.00pm

All Parishioners are invited to attend the Annual Hartshorne Parish Meeting on Wednesday 15th May 2024 at the Dethick Hall, Manchester Lane (next to the Bull’s Head) at 7.00pm (Tea and biscuits available at 6.30pm)

The Annual Parish Meeting presents an opportunity for Hartshorne parishioners to hear about activities within the Parish during the last 12 months. A report will be presented by the Parish Council Chairman to include the Council’s finances. Reports will also be received from clubs and organisations operating within the Parish.

Parishioners may bring to the meeting any local issues of general concern.

Parish Council, Chairman’s Comments

During the past year your Parish Council has met monthly, except during August. Meetings are held on the second Monday of the month, and residents are invited to attend meetings and raise any issue of concern within the Parish at the beginning of each meeting.  The Council resolved to co-opt Nicola Landsborough, Stephen Bigg, Catherine Rogers, Phillip Redfern and Peter Smith to the Parish Council. All signed the acceptance of office and took their place alongside the Councillors.  With vacancies available, if anyone would like to be co-opted, please contact the Clerk.

Sadly, we lost our long serving Parish Councillor Maureen Mycock whose presence and contributions over a long number of years will be sorely missed.

Issues have been raised with both County and District Council representatives, and we have made representations on planning applications when we believed that they would influence the local community.

We have maintained the three recreation grounds within the Parish with new equipment ordered for installation where needed. The Summer Activities Scheme will be returning this summer.   With reference to Allotments, proposals were drawn up and implemented for continued improvements and repairs. New Tenants have also taken advantage of vacant plots.

The process of obtaining a Speed Indicator Device Sign (including a Grant Application) which could be used at three locations in the Parish is ongoing but should be completed within the coming months.  The Sandcliffe Road Speed Watch Group implemented last year will hopefully restart in the coming Summer Months.

Also, after successful negotiations with the County Council Highways Department regarding problems with HGV’s on Sandcliffe Road, New Weight Restriction Signs have now been installed at the junction with the A511.

Highways

There have been reports of certain roads and pavements in the parish that are in a bad state.  All issues are reported to Highways and our County Councillor D Muller. Potholes within the parish can be reported directly to DCC at this web address. https://www.derbyshire.gov.uk/transport-roads/roads-traffic/road-maintenance/potholes/potholes.aspx

Dog Fouling

Dog fouling within the Parish is one of the most common complaints received by the Parish Council. The Parish Council would like to remind all dog owners of their responsibility to bag up all their dog mess and deposit it in their black bin or one of the public bins located at various locations around the Parish.

Hartshorne Cricket Club

The club would like to thank all our sponsors, volunteers, and supporters. We are always on the lookout for new players (seniors and juniors); as well as new volunteers to help with ground maintenance, junior coaching, scoring, and fundraising.   Our pavilion is available for hire at competitive rates.

Hartshorne Bellringers Society

The year since March 2023 has been a good year for the Hartshorne bellringers. We exist to provide a call to worship, but also to provide a worthwhile activity for anyone in the community and help make a connection with the church.

We have been able to ring all six bells for many services thanks to having 4 new ringers - Mel and Luke who have rung before and Carol and Sylvia who were new to it. Service ringing included two carol services and a civic service.

We were pleased to take part in the National Heritage weekend with tower, trips and demonstrations (which is how we gained Mel) and were delighted to ring for the coronation of King Charles III having rung for his mother’s funeral and his accession last year.

Fortunately, we have had no significant problems with the bells this year and are in the process of starting to replace our ropes. Funding for this comes from fees for weddings and donations from visiting bands so it will take some time, but we were pleased to ring for two weddings and to welcome two bands. We were also able to join with Rev Sam to welcome Beavers Cubs and Scouts to visit the church and the bells.

Ringers have increased in confidence, and we have extended our repertoire into more advanced areas. Plain hunt is a regular for service ringing and we have just managed to successfully ring Plain Bob Miniums in addition to various three bell methods.

We are wondering about creating a ringing tuition centre here as part of the bid for HLF funding for the church. The diocese has one in the north of the county in Eckington but there is nothing down here.

Our ambition this year is to find a few more ringers, organise an outing or two and to ring Plain Bob Doubles as well as ringing for services.   Please contact variousaustens@gmail.com for more information.

Hartshorne Charities (Registered Charity No. 236972)

The Parish is fortunate to have a Charity solely for the benefit of residents of Hartshorne Parish.  It dates to 1626 when the Rev. Dethick left property and money for the benefit of the poor.  Over the years other likeminded residents have made donations and in the 1960’s the individual sums of money were amalgamated by the Charity Commissioner to form Hartshorne Charities.

The Trustees meet quarterly to consider requests for grants, students who are studying a level 4 course, and attending a recognised university can apply for a grant towards books and equipment needed for their studies, as can people taking a recognised apprenticeship.

The Trustees consider grants for those in genuine need, who may have an emergency expense, and are residents of the Hartshorne Ecclesiastical Parish (Grants cannot be given for regular/recurring expenses). The Ecclesiastical Parish covers all residences between Sandcliffe Road and Heath Lane, Boundary, situated South of the A511. Should you require assistance please submit your request in writing to the Secretary Sue Shakespeare, email:- hcharities@hartshorne.org.uk.

Hartshorne Village Residents Association (HVRA)

Our focus this year has been on understanding better the heritage of Hartshorne by studying historical records and documents, and by consulting villagers themselves both individually and at HVRA meetings. We decided that the best way to share this knowledge would be to create a Hartshorne Heritage Trail. This would have the advantage of ‘bringing the village to life’ for those who live here, and therefore might know different aspects of the village’s history already, and for visitors who might not know much about the village at all.

The heritage lies in the history of the settlement and its development over the centuries, in the buildings and other physical features shaped by residents at different times, in the people who have shaped this history, and in the natural landscape in which the village exists. There are many records, books, photographs and articles about Hartshorne’s past – the Magic Attic in Swadlincote is a treasure trove of such material.

Our task has been to sift this information so that we could compose short descriptions related to individual buildings, places within the village and connections to the immediate surrounding area. We have now created a full draft version of the Heritage Trail, split into three parts to enable short excursions, and are trialling it ourselves before we offer it to the wider HVRA membership. Gail Archer at Swadlincote TIC has offered to help design and print the Heritage Trail once we are happy with it, and we would therefore hope to be able to circulate it to anyone interested later this year

Little Sparks Report

Little Sparks is a Church run Parent and Toddler group that has been running in the church hall on Manchester Lane for many years. It is open to all families in the village and those coming from further afield. We have families coming with children from newborns to 3-4 years, depending on when they start school. Some come to both sessions, and some come as and when they can.

Our sessions are on Wednesday and Friday mornings - 9.30am-11.15am. The sessions cost £2 per family (regardless of how many children come along) and that pays for the craft, toys and the all-important snack.

The sessions are pretty structured with Story Time, Snack Time, Craft Time and Song Time, along with a lot of fun playing, giving the mornings a nice pace and variety.

We feel that the most important aspect of the sessions will aways be the grown-ups. Many parents join us not knowing many people at all with young children and soon make very important friendships that can be such a comfort in what really is a very challenging (if extremely rewarding) time of parenting life.

The group is run by wonderful volunteers who never fail to bring smiles and many (many) cups of coffee for the grown-ups.  Debbie Patrick, Karen Alexander, and Carol Hulse.
