56/2024             To confirm the minutes of the meeting of the Council held on 10th June 2024

RESOLVED: Cllr Landsborough proposed, and Cllr Smith seconded the minutes were agreed as a true record and signed by the chair.

                          

57/2024 Recreation Grounds

7a Recreational Grounds – Clerk confirmed she has spoken to SDDC regarding repairs, SDDC will be sending a quote for the medium risks identified on the ROSPA play inspection.  Cllr Smith asked if SDDC still mow the grass at Main Street.  Resolved clerk to find out from SDDC what the schedule of work programme is.

7c Football pitches – no update

7d Play area equipment – Extra concurrent funding of £12402.03 received.  Awaiting an answer from SDDC regarding S106 funding. Resolved Cllrs to order equipment and draw down extra money from the investment fund if S106 money is not granted

 

58/2024 Clerks report and Action Log

 

·       Shared agreement SID Hartshorne – Cllr Seaton confirmed a quote has been received from R1 electrics to move the shared SID £180 + VAT per move, £360 per year for each parish council, very difficult to find someone for an alternative quote and 1 higher quote. Cllr Seaton proposed and Cllr Tubey seconded.  Cllr Smith abstained from the vote.  Resolved Cllrs agree to quote dependant on Ticknall agreeing to pay half the cost and request a risk assessment/insurance to be completed by R1 Electrics for a proposed date of 1st August and 2 separate invoices.

59/2024 Planning Applications

DMPA/2024/0579: Notification of planning application. The erection of a two storey front, rear and first floor extension. Conversion of second floor space into living accommodation and the erection of a detached garage with associated works at 8, The Sandlands, Midway, Swadlincote, DE11 7PY – no observations for neighbours to comment.

DMPA/2024/0642: Notification of amendment to planning application The erection of a single storey rear extension at 89 Repton Road, Hartshorne, Swadlincote, DE11 7AE - no observations for neighbours to comment.

DMPA/2023/1557 Demolition of the existing dwelling and associated outbuildings, and the erection of 54 dwellings, public open space, landscaping, access, and associated works at Land At 97 Hartshorne Road, Woodville, Swadlincote, DE11 7HY – Flawed application, Parish Council has sent comments previously and will resend.

Clerk confirmed an email had been received from a local resident regarding unauthorised building work, Midway Stores. Several walls have been built, encroaching onto the recreation ground.  Cllr Jones has raised with SDDC planning, SDDC have received a planning application recently which they are reviewing.  Cllr Smith asked if planning are putting a cessation of work in place due to concerns raised.  Resolved clerk to contact planning to raise concerns

60/2024 Highways and Public Footpaths

Cllr Rogers reported that Main St towards the Rodney on the left-hand side, Manor View, unable to see bus stop due to overgrown hedges.  Resolved clerk to report to SDCC and DCC.

Cllr Tubey reported that the speed limit sign has been twisted at the junction of Dunsmore Lane and Sandcliffe Road, suggesting the incorrect speed limit going each way.  Cllr Tubey has managed to turn around.  Cllr Tubey reported there are a few signs on Netherhall Road that are obstructed by leaves etc.  Resolved clerk to report to Highways.

Broomy Farm Development – Clerk confirmed she had emailed both Housing Developments but had only had one reply from Bellway who confirm they have signs in place.  Resolved clerk to chase Asbury Housing for an update.

 

61/2024             Website and Communications

Cllr Coe to chase webasite company regarding Cllr Smiths photo being on twice.

 

62/2024 Allotments       

Clerk reported that Tree and Garden Services asked if the car park extension is necessary as it is never fully used and the rough area is used to drop off wood chip/manure to share amongst the allotment holders.  Resolved clerk to request a quote.

One allotment tenant has vacated the plot however, a new tenant is now in place.  Resolved cllrs agree to new tenant.

64/2024 SID

 

£3000 grant has been agreed from PCC and accepted.  Lamppost notices and pictures sent to Highways, thank you to Cllr Smith and Landsborough’s support.  Street light approval formrequired; however, this will be completed when SID ordered.  R1 Electrics are happy to move the new SID if required. Resolved clerk to order SID from Coeval at the cost of £5526.00 + VAT and permission form to attach the SID to 3 x lighting columns to be completed once ordered with support from Coeval.
