Minutes of the annual meeting of Hartshorne Parish Council held at

7.00 pm on Monday, 13th May 2024 at Goseley Community Centre

18/2024 Election of Chairman and Vice Chairman

a.     Councillor Mr P Smith proposed Councillor J Seaton as Chairman for the forthcoming year this was seconded by Councillor Mrs N Landsborough.

b.     Councillor Mrs J Burley proposed Councillor Coe as Vice Chairman for the forthcoming year this was seconded by Councillor Mr G Tubey. 

 

RESOLVED Councillor Seaton is elected Chairman and Councillor Coe is elected Vice-Chairman for the forthcoming year.

 

Cllrs thanked the Chair and Vice Chair for all their hard work over the year. 

 

19/2024 Fix the amount of the Chairman’s and Vice Chairman’s Allowances.

It was proposed by Councillor Mrs Burley and seconded by Councillor Mr P Smith that the allowance for the Chairman is £50.00 and for the Vice Chairman £25.00.

 

RESOLVED The Chairman have an allowance of £50.00 and Vice-Chairman have an allowance of £25.00 for the forthcoming year financial year.

 

20/2024 Appointment of Members to serve on Working Party of the Parish Council

 

Finance

a.     RESOLVED that the Chairman J Seaton, Vice Chairman, Mrs K Coe, Cllr Tubey, Cllr Smith and Cllr Jones are appointed to the Finance Working Group.

 

Recreation

b.     RESOLVED that the Chairman, Vice Chairman, Mrs J Slawson, Mrs J Burley, Mrs C Roberts, Mr Smith, Mr Tubey are appointed to the Recreation Working Group. 

 

c. Allotment

b.     RESOLVED that the Chairman, Vice Chairman, Mrs J Slawson, Mrs J Burley, Mrs N Landsborough, Mr P Smith, are appointed to the Recreation Working Group. 

 

 

d.     RESOLVED that each Working Group to meet twice a year. Clerk to propose dates for the next meeting.

 

21/2024 Appointment of Members to serve on Outside bodies.

 

1.     Highways Forum 

2.     Environment Forum

3.     Parish/ District meeting

4.     Safer Neighbourhood Meetings (both Swadlincote and Newhall)

5.     Flood Liaison Committee

 

It was agreed that as the above meetings are held infrequently and are open to the public; the Parish Council will ensure that they are represented.  Cllr Smith will attend the flood liaison meetings and report back to the parish council.

 

The following Councillors were elected to represent the Parish Council.

1.     Hartshorne Charities -  Councillors Mr Jones, Mrs J Burley  and Mrs Landsborough.

2.     Goseley Community Centre – Councillors Jones, Mrs N Landsborough and Mrs J Burley.

3.     Dethick Hall Committee -  Councillors Mrs J Slawson, Catherine Rogers and Mrs K Coe

26/2024             To confirm the minutes of the meeting of the Council held on 8th April 2024

RESOLVED: Minutes agreed as a true record and signed by the Chair.    All Cllrs agreed apart from Cllr Smith confirming he had proof that he had sent information regarding the abattoir to SDDC and would appreciate an apology from Cllr Taylor.

                          

27/2024 Recreation Grounds

7a Recreational Grounds – Deed of surrender for Sailsbury Drive completed. MUGA and container now in the ownership of SDDC. Quote from O’Connor discussed for new lighting in the changing rooms.  Resolved Cllrs agree to quote.

7c Football pitches – Football clubs have been notified of change in ownership to Sailsbury Drive

7d Trim Trail equipment – Clerk confirmed further work is required on the S106 funding application.  Resolved Chair and clerk signed concurrent form for SDDC for new play area equipment.  Clerk to arrange a recreational ground meeting face to face at the beginning of June once ROSPA inspection had been received.

Clerk reported the following.

·       Shared SID – Tree and garden service available on 16th May, to request a further date.

·       DALC Roadshow Invitation to Councillors, Clerks, RFOs and Local Council officers

·       Civic Council Invitation - 23 May 2024.  Resolved Cllr Seaton to attend.

·       South Derbyshire's Draft Cycle Network Supplementary Planning Document

·       Resolved All Cllrs agreed to adopt the biodiversity policy.

·       Resolved All Cllrs agreed to adopt the Model publication scheme.

·       July meeting 15th July Hartshorne Cricket Club

·       New chief inspector in South Derbyshire

 

29/2024 Planning Applications

 

DMPA/2024/0478: Notification of planning application Amended scheme to previously approved application DMPA/2020/1166 for the erection of a garage and first floor extension at 32 Main Street, Hartshorne – no observations, 2 neighbours have spoken to Cllr Smith and he has advised them to contact SDDC direct.

 

DMPA/2024/0418: Notification of planning application The variation of Conditions 2 (proposed plans), 3 (materials), 4 (finish), 7 (boundary treatment details) and 8 (parking details) of permission ref. DMPA/2022/0359 for the construction of 1 detached dwelling and garage at Land to the rear of 53-67, Woodville Road, Hartshorne – no observations

 

DMPA/2024/0509: Notification of planning application Removal of existing detached garage/storeroom and the erection of an extension to community centre to provide additional storage at Goseley Community Centre, Hartshill Road, Hartshorne – no observations.

 

DMPA/2024/0642: Notification of planning application The erection of a single storey rear extension at 89 Repton Road, Hartshorne – no observations

 

 Planning Decisions

 

30/2024 Highways and Public Footpaths

·       Cllr Smith reported the landowner is arranging tree surgeon for removal of tree on Footpath 11.

·       Cllr Smith reported Footpath 57 has now been cleared.

Cllr Seaton reported that speed watch is now active.  All Cllrs agreed that Speed Watch activities be extended to other areas of concern within the Parish.

·       Cllr Seaton reported new reflective signage has been attached to a lamppost on the A511 and new HGV warning signs at the junction of the A511 and Sandcliffe Road.  Resolved Parish Council to send a letter of thanks to R Hanbury for his support in recent months.

·       Cllr Roberts asked if a dog bin could be added near the vets?  Resolved Parish Council to request the vets to put up a bin.  Clerk to request bin is added on Manchester Lane.

·       Cllr Smith reported that footpath 33 has been cleared.

33/2024             To consider and complete Section 1 of the Annual Governance and Accountability Return 2023/24

 

The internal audit report, bank reconciliation and other finance documents were circulated to Cllrs and discussed.  Actions noted and agreed.  Section 1 of the Annual Governance and Accountability Return was considered and matters arising were agreed, completed and signed by the Chairman. 

 

34/2024              To approve Section 2 of the Annual Governance and Accountability Statements Return 2023 / 2024

 

Accounting Statements Section 2 of the Annual Governance and Accountability Return was considered and agreed and signed by the Chairman.  Cllrs agreed to the dates of 24th June until 5th August 2024 for the exercise of public rights.  External audit will be completed by PK Littlewood.

·       Clerk to arrange a finance meeting on the Monday 22nd July via Zoom 6.30pm

·       Chair and clerk signed concurrent form for SDDC for yearly expenses.

·       Chair and clerk signed letter requesting to SDDC requesting £10,000 for Goseley Community Centre donation.

 

35/2024 SID

·       Cllr Smith confirmed he has spoken to R Hanbury who confirmed an external company would require an CSCS card to move the SIDs.

·       No further update regarding the PCC funding bid.  Resolved Clerk to chase.
