Minutes of the parish meeting of Hartshorne Parish Council held at

7.00 pm on Monday, 15th April 2025 at Goseley Community Centre

46/2025              Public participation

Resident reported that there is a lot of dog mess and rubbish in St Peter’s Wood.  Cllrs confirmed that they will be purchasing a bin now that it is the new financial year.  Cllr Smith will speak to the National Forest to request permission to add further dog signs to the area.

 

Resident asked why Manchester Lane has been repaired apart from 2 potholes at the far end.  Cllr Muller will report.

49/2025 Co-option of Councillor(s)

The Council resolved to co-opt Mr Philip Jones and Mrs Tracey Hendley to the Parish Council. Mr Jones and Mrs Hendley signed the acceptance of office and took their place alongside the Councillors.

RESOLVED: Cllr Smith proposed, and Cllr Landsborough seconded the minutes were agreed as a true record and signed by the chair.

                          

53/2025 Recreation Grounds

·       Goseley changing rooms – awaiting O’Connors to complete the work

·       Damaged signed at Goseley – 2 quotes received Resolved Cllrs agree to Tree & Garden Service quote £130 + VAT

·       Fencing and ditch at Mount Road at Goseley.  Awaiting quote

·       Cllr Rogers reported she has planted a number of wildflower seeds on the banks at Main Street.

55/2025 Planning Applications

 

DMPA/2024/1405: Notification of amendment to planning application. The creation of a secure dog walking paddock at Dunnsmoor Farm, Dunnsmoor Lane, Hartshorne.  No observations

 

DMPN/2025/0404: certificate of Lawfulness for existing use of land for private amenity space in connection with 17-23 Repton Road Hartshorne, including allotments, greenhouse, storage shed and play equipment. Land to the rear of 17-23 Repton Road, Hartshorne. No observations

56/2025 Highways and Public Footpaths

Cllr Smith mentioned anti-social behaviour has taken place at Hartshorne Woodlands and he has reported to the National Forest who will be investigating.

Cllr Burley reported that the drains have been blocked at the bottom of the Cutting.  Cllr Muller confirmed he has reported.

Cllr Rogers reported that the gulleys are blocked on Manchester Lane and footpath 1 is missing a footpath sign and post.  Resolved Clerk to report to Cllr Muller and SDDC.

Cllr Coe reported the roads and pavement around Goseley estate along with Woodville Road are in a bad way which she will report to SDDC.  Resolved clerk to request when road sweep was last completed

 

57/2025             Website and Communications

Gov.uk quote discussed in regard to the website there is a £360 set up cost and support and £600 for annual website maintenance.  Resolved Cllr Jones and N J consultancy to review information and discuss at the next meeting.

Newsletter.  Resolved Cllr agree to add further allotment details and MP details to be added final newsletter and Fresh print quote of £439.40. 

 

58/2025 Allotments       

The purchase of barrier at £6996 and adding to site would be an extra £45 from Tree and Garden Service.  Resolved Cllrs agree to the quote. 

Allotment holders’ concerns raised, and Cllr Landsborough confirmed she had discussed these directly with the allotment holder.

Shared SID has been relocated back to Hartshorne

Clerk confirmed she has emailed DCC again chasing the new SID posts so that delivery can take place.

Cllr Burley reported the bus shelter on Woodville Road has been flashing for many months.  Resolved Clerk to send information to Cllr Muller
