Minutes of the ordinary meeting of Hartshorne Parish Council held at

7.00 pm on Monday, 14th July 2025 at Goseley Community Centre

97/2025 Public participation

The organising resident thanked Cllrs for donation towards the BSR paws in the park event, the event was very successful.

 

98/2025              To receive reports from the County Councillors and District Council Members

County Council

Cllr Hill confirmed the following:

·       Highway issues from the last meeting have been reported

·       Requested a copy of the gulley cleaning for South Derbyshire so that they can be addressed.

 

District Council

·       Cllr Taylor reported that SDDC are under consultation with several options being discussed and whether they should be under the north or south.  Discussions took place regarding devolution some Cllrs had concerns about South Derbyshire joining Derby City.

·       Cllr Archer reported they will be completing some site visits in the parish to review housing structures. 

·       Cllr Archer reported there are several events happening in South Derbyshire over the summer

·       Cllr Smith reported he had to call SDDC last week and was told no one was available.  What % off staff are working remotely? Cllr Taylor was unable to give figures but reported it is difficult to employ staff if there is not a work from home option.

102/2025           To confirm the minutes of the meeting of the Council held on 9th June 2025

RESOLVED: Cllr Smith proposed, and Cllr Handley seconded the minutes were agreed as a true record and signed by the chair.

                          

103/2025            Recreation Grounds

·       Cllr Coe distributed copies of the action plan following the last recreational group meeting and discussed some of the work that is required.

·       Quotes received from SDDC for Mount Rd Repairs to Goalposts and Main St Repairs to benches

·       Resolved clerk to obtain quote from Tree and Garden services for the repairs to benches.

·       Resolved clerk to request SDDC review rear MUGA gate on the MUGA at Mount Road

·       SDDC inspection reports Mount Road Wetpour on Rec Grounds quoted £7280 + VAT.  Resolved Cllr Slawson proposed, and Cllr Slawson seconded that the work be completed.  All other Cllrs supported this.

·       Tree and Gardens is quoting £1,000 plus vat to heavily pollard the 2 sycamore trees on Main Street.  This work would need to be carried out during the winter months

·       Tree and gardens post and rail (quote)

·       Cllr Coe confirmed that Cllr. Taylor confirmed the S106 money applied for had been granted.  Resolved Cllr Taylor to send contact details to Cllr Coe.

·       DALC Newsletter sent to Cllrs for information

·       SNN_2025_04503 Consultation letter – Street naming.  Resolved clerk to confirm that a name cannot be given for someone who is still living.

·       Cllr vacancy.  Posters have been distributed.

·       Proposed changes to councils in Derby and Derbyshire – Consultation taking place.  Information sent to Cllrs

·       Defib’s require registering and new pads.  Resolved clerk to order pads

·       South Derbyshire Local Area Energy Plan Stakeholder Introductory email

·       Pickfords Bus Shelter, requesting Parish Council take on maintenance and ownership.  Resolved await further costings from DCC

·       Derbyshire County Council Community Insights Engagement, requesting a survey is completed.

·       Noticeboards, quotes received and sent to Cllrs.  To be discussed at the finance meeting

·       Change to Gully Cleansing Operations handed back to DCC

Planning Decisions

 

106/2025            Highways and Public Footpaths

·       Cllr Landsbrough reported the stiles at the back of Brook Street discussed at the previous meeting have deteriorated and there is still a lot of rubbish.  Resolved Cllr Landsborough to send address of landowner to clerk

·       Cllr Burley reported that at the Cutting 2 signs were knocked down.  No speeding sign is in place.  Cllr Hill confirmed she had reported to DCC.

·       Cllr Burley reported the cutting footpath requires tidying up with weed killer and rubbish was left.  Resolved Cllr Slawson to contact Tree and Garden services for a quote

·       Cllr Handley reported footpath 15 near the dog breeding business is still overgrown hedges and barbed wire.  Resolved Cllr Smith to send Clerk landowner address

·       Cllr Smith gave an update on SDDC regarding bins.  Resolved await quote for bins. Cllr Smith will discuss bin with SDDC for Dethick Hall car park.

·       Hedge requires cutting £150 quoted by Tree and Gardens.  Resolved Cllr propose that the hedge is cut.

·       All invoices and agreements have been sent to tenants

·       Barrier at allotment.  Resolved Cllrs declined for the barrier to be put back up.

110/2025            SID

Cllr Seaton reported that the pole has been put right and they are awaiting the Ticknall Road posted to be added.  Clerk is of the understanding that all paperwork has been completed and will be good to go once the pole is in place.  At this point the SID can be delivered.  Resolved Cllrs agreed that Woodville Road will be the first site.

 

111/2025            Any other business

·       Cllr Seaton raised thanks to the speed watch team, 16 hits so far this month and a total of 42 letters sent out.

·       Cllr Seaton recommended the Chair Skills training from DALC.
