Minutes of the annual meeting of Hartshorne Parish Council held at

7.00 pm on Monday, 12th May 2025 at Goseley Community Centre

62/2025 Election of Chairman and Vice Chairman

Cllr Seaton stated that the two year capping discussed by Cllrs at last year’s meeting for chair was unacceptable and that it was not necessary for a candidate to have a proposer and seconder.

a.     Two candidates put themselves forward, those being Councillor Seaton and Councillor Coe. 

RESOLVED Councillor Coe is elected Chairman by one vote and Councillor Handley is elected Vice-Chairman for the forthcoming year.

 

Cllr A Jones arrived for the meeting at this point.

 

63/2025 Fix the amount of the Chairman’s and Vice Chairman’s Allowances.

It was proposed by Councillor A Jones and seconded by Councillor Mrs C Rogers that the allowance for the Chairman is £50.00 and for the Vice Chairman £25.00.

 

RESOLVED The Chairman have an allowance of £50.00 and Vice-Chairman have an allowance of £25.00 for the forthcoming year financial year.

 

64/2025              Appointment of Members to serve on Working Party of the Parish Council

 

Finance

a.     RESOLVED that the Chairman Mrs K Coe, Vice Chair, Cllr Smith (in his absence), Cllr P Jones and Cllr A Jones are appointed to the Finance Working Group.

 

Recreation

b.     RESOLVED that the Chairman, Vice Chairman, Mrs J Slawson, Mrs J Burley, Mrs C Roberts, Mr Smith, are appointed to the Recreation Working Group. 

 

c. Allotment

b.     RESOLVED that the Chairman, Vice Chairman, Mrs J Slawson, Mrs N Landsborough, Mr P Smith, (in their absence) are appointed to the Allotment Working Group. 

 

 

d.     RESOLVED that each Working Group to meet twice a year. Finance every quarter.  Clerk to propose dates for the next meeting.

4.     Safer Neighbourhood Meetings (both Swadlincote and Newhall)

It was agreed that as the above meetings are held infrequently and are open to the public; the Parish Council will ensure that they are represented. 

 

The following Councillors were elected to represent the Parish Council.

1.     Hartshorne Charities -  Councillors Mr Coe, Mrs J Burley, C Rogers and Mrs Landsborough.

2.     Goseley Community Centre – Councillors Jones, Mrs N Landsborough, Mrs C Rogers and Mrs J Burley.

3.     Dethick Hall Committee -  Councillors Mrs J Slawson, Catherine Rogers and Mrs K Coe

71/2025             To confirm the minutes of the meeting of the Council held on 10th April 2025 and the finance meeting on the 24th April 2025.

RESOLVED: Cllr Stevens proposed, and Cllr Rogers seconded the minutes were agreed as a true record apart from security barrier is £69.96. and signed by the chair.

                          

72/2025 Recreation Grounds

·       Monthly report from SDDC, fence and timber at Mount Road.  Resolved clerk to chase quotes

·       Clerk confirmed the vandalised sign at Goseley has been taken away, awaiting update from SDDC.

·       Clerk confirmed O’Connors will be completing the work at Goseley changing rooms this week.  A small amount of asbestos found at Goseley, Cllr Stevens to review with lengthman.

·       Derbyshire Anti-Social Behaviour Hub - sent to Cllrs for information

·       Prevent Posters - sent to Cllrs for information

·       BSR Paws on the Pitch – requesting donation.  Resolved to discuss at the next parish council meeting and Cllr Coe to ask organisation to attend.

·       Public right of way.  Resolved Cllr Coe to get further information regarding footpath 5 and 1?

·       Fixed asset register.  Resolved Cllrs agree and adopt register.  Clerk to check status of Goseley changing rooms

·       Coal Lane bus shelter.  Email received from DCC confirming Pickfords, are the Parish Council happy for the company to take ownership?  Resolved Cllrs agree for the company to take ownership and maintain the bus stop.

·       Defib at Lower Midway – requires parts. Resolved clerk to request further information.

·       Temporary Road Closure | Coal Lane, Hartshorne | 25/07/2025 - 29/07/2025

DMPA/2025/0418 The variation of condition nos. 2 (approved plans) and 11 (visibility sightlines for plot 3) of permission ref DMPA/2022/0217 for the refurbishment and conversion of the Grade 2 Listed Farmhouse and outbuildings to form three residential dwellings, including demolition & rebuilding of existing walls at Spring Farm, Brook Street, Hartshorne – no observations

The internal audit report, bank reconciliation and other finance documents were circulated to Cllrs, discussed and approved.  Actions noted and agreed.  Section 1 of the Annual Governance and Accountability Return was considered and matters arising were agreed, completed and signed by the Chairman.

Accounting Statements Section 2 of the Annual Governance and Accountability Return was considered and agreed and signed by the Chairman.  Cllrs agreed to the dates of 23th June until 6th August 2025 for the exercise of public rights.  External audit will be completed by PK Littlewood.
