Cllr Hill reported that:

Cllrs Gee and Archer provided the following updates:

·       Cllrs Gee and Archer have scheduled a walkaround in the parish to engage with local issues

·       The Swadlincote Christmas Light Switch-On is scheduled for 29th November.

129/2024            Co-option of Councillor(s)

The Council resolved to co-opt Mr Adam Reed to the Parish Council in his absence, and his apologies received.  Mr Reed will sign the Declaration of Acceptance of Office and take his seat alongside the Councillors at the next meeting.  The Register of Interests form will be sent to South Derbyshire District Council (SDDC).

132/2025           To confirm the minutes of the meeting of the Council held on 1st September 2025

RESOLVED: Cllr Landsborough proposed, and Cllr Handley seconded the minutes were agreed as a true record apart from Cllr Gee apologies not noted and signed by the chair

                          

133/2025            Recreation Grounds

·       The Clerk confirmed that the updated Action Plan had been circulated to Councillors prior to the meeting.  Resolved: The Clerk to arrange a meeting of the Recreational Group to agree on quotes.

·       Cllr Coe reported further incidents of vandalism at Goseley Recreation Ground.

·       Cllr Landsborough advised that residents had reported the zip line buffer is missing.
Resolved: The Clerk to report the matter to SDDC.

·       Horse Sign: Resolved: To discuss further at the next Recreation Ground meeting.

·       Cllrs Gee and Archer reported that they have CCTV installed on their recreation ground. Resolved: Cllr Coe to raise this matter at the next Area Forum meeting.

 

134/2025            Clerks report and Action Log

·       Review of Animal Welfare Licensing Policy. Information has been circulated to Councillors.

·       Church Tower Clock Repairs.  Query raised regarding whether repairs are required.
Resolved: Clerk to clarify with the Church what work is needed.

·       SDCVS 2025 Winter Giving Campaign. Request for donation received.
Resolved: To discuss at the next Finance Committee meeting.

·       Preliminary Consultation – Proposed Community Governance Review. Information has been circulated to Councillors.

·       Risk Assessments and Policies for Approval. Resolved: Councillors approved and adopted the documents.

·       Bus Shelter (Pickstocks). Resolved: Councillors agreed to maintain the bus stop.

·       Swadlincote Area Forum – October 2025 Agenda Pack. Cllr Coe confirmed attendance at the meeting.

·       South Derbyshire District Council Flood Liaison Meeting. Scheduled for Thursday, 20th November 2025, 10am–12pm.

·       South Derbyshire SNT – New Neighbourhood Priorities. Information circulated to Councillors for reference.

·       Bus Service – Goseley Estate
It was noted that the regular bus service only operates mornings and afternoons, which affects the older population.  Resolved: Cllr Hill to review the situation and noted that responsibility for bus services will transfer to the East Midlands Mayor in April.

DMPA/2025/1127 Conversion of existing boiler house into 2-bed bungalow with rear extension at Stonehouse Farm, Marriott Farming and conservation, Ashby Road, Woodville – no observations

 

DMPA/2025/0853 The increase of existing storage site to include 20 additional containers, associated hardstanding, fencing and tree planting at Broomy Farm, Woodville Road, Hartshorne - – no observations

136/2025            Highways and Public Footpaths

·       Footpath 20 (Broomy Farm to the Church): Cllr Seaton reported that the bridge along this footpath is positioned high above the brook, has only one rail, and the structure is deteriorating. Resolved: Cllr Hill to review the condition of the bridge.

·       Sandcliffe Road – Signage:cCllr Archer requested that additional signs be installed near Sandcliffe Road due to traffic lights and upcoming road closures. Resolved: Cllr Hill to report the matter to the appropriate authority.

RESOLVED Cllr Landsborough proposed and Cllr Coe seconded to all payments.  Clerk to request from SDDC numbers for the summer scheme.

 

External Audit

The Clerk confirmed that the external audit report had been received from PKF Littlejohn, which highlighted concerns regarding the current website content. It was noted that these issues will be addressed once the new parish council website is in place.  The Notice of Conclusion of Audit has been requested to be added to the website.

Resolved: Councillors agreed to accept the findings of the external audit

 

Money received

 

124/2025            New SID and shared SID

New SID

·       It was noted that the cost of moving the new SID is £608 per move (quotation from Coeval).  Sign reversal can be carried out if required by an appropriate company.

·       Insurance: The Clerk confirmed she is awaiting further information from Coeval regarding insurance details.

·       Resolved: The Clerk to obtain an additional quote from another company and to discuss the cost of moving the SID at the Finance Committee meeting. The sign will be installed at Goseley first.

Shared SID

·       The Clerk confirmed that the shared SID has not been moved since April.

·       Resolved: The Clerk to contact R1 Electrics and obtain a further quote for the work.

 

125/2025            Any other business

 

·       Cllr Landsborough reported that residents have requested increased police presence at the recreation grounds due to ongoing incidents of vandalism. Resolved: Cllr Coe to request further feedback on this matter at the Area Forum for CCTV.

·       Cllr Seaton to discuss Speedwatch at the next Parish Council meeting.

·       Cllr Coe reported that she had attended two meetings concerning devolution and solar farms, noting that these were not directly related to Parish Council business.

 

The next meeting of the Parish Council will be held on Monday, 3rd November 2025 at 7:00pm at Goseley Community Centre.

 

The December meeting will take place on Monday, 1st December 2025.
