A local resident informed the parish council that he had sen a letter of expression of interest regarding the current vacancy on the Parish Council. The Council noted the resident’s interest and agreed to consider the application as part of the co-option process.

117/2025           To confirm the minutes of the meeting of the Council held on 14th July 2025 and the extra ordinary meeting on the 11th August 2025

RESOLVED: Cllr Landsborough proposed, and Cllr Handley seconded the minutes were agreed as a true record and signed by the chair apart from Pickstocks not Pickfords for July 2025 and Cllr Rogers not Roberts in apologies from August 2025

                          

117/2025            Recreation Grounds

·       Action plan discussed and cllrs agreed to quotes received but wait until investment fund has been received from SDDC.

·       Cllr smith asked that a follow up meeting with Pickstocks to discuss HGV’s and bus shelter.  Resolved Clerk to request follow up face to face meeting.

·       Resolved cllrs agreed to retain the lease for Mount Road, subject to a full review by members. It was further agreed to explore setting aside a budget provision for future roof repairs. (SEND COLIN INS INFORMATION)

·       Press release: Annual Walking Festival returns with 24 guided walks.  Information sent to Cllrs

·       South Derbyshire Buildings at Risk Survey - How to get involved.  Information sent to Cllrs

·       Temporary Road Closure | Repton Road, Hartshorne | 14/10/2025 - 20/10/2025

·       Bus shelter Coal Lane – Maintenance, clerk confirmed she is awaiting a quote from the insurance company regarding the cost.  Resolved To continue discussions with both Pickstocks and the insurance company regarding maintenance responsibilities and potential repair costs.

·       The Clerk confirmed that no request had been received following the notice of vacancy; therefore, the council is able to proceed with co-option. Resolved It was agreed that A. Reed will be formally co-opted onto the Parish Council at the next meeting.

·       Temporary Road Closure | Brook Street, Hartshorne | 07/10/2025 - 13/10/2025.  Cllr Landsborough reported she had spoken to Cllr Hill regarding the condition of Brook Street, noting it is not currently suitable for care vehicles. A diversion route via Greysich Lane has been proposed, which Cllr Hill will review. Several markings on the road suggest potential cabling work, which is to be confirmed.

·       Cllr Coe raised the need for councillors to sign a confidentiality document.

Resolved

Clerk to obtain a suitable template confidentiality agreement and a supporting confidentiality policy.

Clerk to look into appropriate GDPR training for councillors.

Councillors gave permission for group emails to be used for council communications.

·       Mobile Library Routes:  Information sent to Cllrs

·       MP Office briefing, TEAM meetings invite sent to Cllrs which will focus on planning

·       Street Naming Process for SNN/2025/04503.  Resolved clerk to submit complaint on behalf of the parish council.

DMPA/2025/0871 - Change of use of land from paddock area to residential land, and the erection of boundary fence and timber shed at Land to the rear of 2 The Limes, Woodville Road, Hartshorne – no observations

 

Planning Decisions

 

DMOT/2025/0874 Non-Material Amendment (relating to materials) to planning permission ref: DMPA/2020/1004 for the erection of 189 dwellings including public open space, landscaping and associated infrastructure and works on Land at Broomy Farm, Woodville Road, Hartshorne – approved

 

DMPA/2025/0778 The erection of a single storey extension with alterations at 7 Brook Street, Hartshorne – approved with conditions

 

DMPN/2025/0758 Prior Notification of single storey rear extension, with an eaves height of 2.3 metres, a maximum height of 3.17 metres extending 5 metres from the rear wall at 8 Pear Tree Close, Hartshorne – approval not required

 

120/2025            Highways and Public Footpaths

·       Cllr Slawson reported the hedge on Manchester Lane.  Clerk confirmed she has sent a letter to homeowners

·       Gulleys on Manchester Lane blocked and has reported to Cllr Hill

·       Public footpath sign on Manchester Lane has been pushed down for many.  Resolved clerk to report to Cllr Hill

·       Cllr Smith asked if 105 Ticknall Road be written to regarding the hedges require cutting back.  Resolved clerk to write to homeowners

·       Cllr Smith reported a resident made a complaint about footpath 20 regarding a manhole which has now been repaired.

·       Resolved cllrs approve for the cutting work to be completed subject to reasonable cost.

·       Cllr Smith reported that he will review footpath 15

124/2025            SID

 

Cllr Seaton reported that the new post has now been installed, and delivery of the SID can be arranged.  Resolved: The Clerk to contact Coeval to enquire whether local training can be provided for a councillor. It was also agreed that the SID will be relocated approximately every three months, subject to associated costs.

 

Cllr Seaton raised concern that the shared SID has not yet been moved. The Clerk confirmed that an email had been sent to R1 Electrics, but no response had been received to date.

 

125/2025            Any other business

 

Cllr Seaton expressed concerns regarding communication issues during recent meetings and stated that the arrangements had not worked effectively.  Discussion took place regarding the issues, and it was agreed that Wi-Fi was required for both Goseley Community Centre and Hartshorne Cricket club.  Resolved: The Clerk to request the Wi-Fi code from Hartshorne Cricket Club and Goseley Community Centre to support improved meeting communication if required.
